Job Summary: The Manager, Construction is responsible for the management of assigned architectural and civil construction projects such as terminal reconstruction, hangar construction, office space build outs, new building construction and airfield pavement reconstruction projects. Typical responsibilities include assisting in the development of requests for proposals (RFPs) and change orders/amendments, reviewing schedules, providing direction in accordance with the contract documents, coordinating work between contractors and other stakeholders, assisting the Quality Assurance (QA) department with QA/QC within contract requirements, and monitoring Disadvantaged Business Enterprises (DBE) and Small, Minority and Woman-Owned Business Enterprise (SMWBE) activities on projects.

Essential Responsibilities: 

  • Manages the contractor process, including participating in contractor selection, ensuring deliverables have been received, and reviewing and responding to change requests and claims.
  • Oversees architectural, mechanical, electrical, and civil construction activities, including terminal reconstruction, hangar construction, office space build out, new building construction and airfield pavement reconstruction.
  • Reviews and provides first level approvals on contractor proposals, change orders, and other required cost data.
  • Coordinates with QA department to ensure compliance with construction documents, standards, codes, and guidelines.
  • Performs constructability reviews of plans and specifications at required stages of design for construction and tenant improvement projects.
  • Monitors invoices for correct information including dates and rates.
  • Oversees projects undertaken by airport tenants.
  • Updates project database throughout project and project closeout.
  • Assists the Design department in development of capital improvement projects, including feasibility, design and constructability reviews, and preparation of the construction documents.
  • Reviews schedules for logic and completeness.
  • Works with the general contractors on preparation of the schedule of values for the project.
  • Assists as a committee member in evaluating Request For Proposals (RFPs) and Requests for Qualifications (RFQs).
  • Allocates construction coordinator staff to provide coverage on all projects.
  • Confers with supervisory personnel, contractors, design consultants, and other professionals to resolve matters such as work procedures, complaints, and construction problems.
  • Coordinates construction activities among property owners, state officials, departments, contractors, and design team to ensure projects are planned in logical steps and time is budgeted to meet deadlines.
  • Identifies environmental hazards and addresses them in accordance with Occupational Safety and Health Administration (OSHA) regulations.
  • Monitors DBEs’ and SMWBEs’ activities on worksites.
  • Reviews and approves contractor pay requests in accordance with contract documents.
  • Reviews plans, specifications, submittals, and shop drawings for work being performed.
  • Maintains regular and on-time attendance.
  • Follows all safety regulations.

  • Performs other duties as assigned.

Knowledge, Skills, Abilities and Other Characteristics: 

  • Aviation Construction: Knowledge of principles, practices, and regulations related to planning, designing, and constructing aviation facilities.
  • Construction Practices: Knowledge of construction practices, specifications and plans, and site development.
  • Contract Management: Knowledge of the principles and practices of contract preparation, costing, auditing, management, and administration.
  • Architecture and Engineering Design: Knowledge of contemporary principles and practices of architecture and engineering design.
  • Engineering: Knowledge of the practical application of engineering science and technology related to machinery, equipment, and electronics.
  • Human Resources and Personnel: Knowledge of principles and strategies for recruitment, sourcing, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems.
  • OSHA Regulations: Knowledge of state and federal OSHA regulations.
  • Safety and Security: Knowledge of equipment, policies, procedures, and strategies to promote safety and security.
  • Airport Operations: Knowledge of materials, methods, and equipment used in the operation and improvement of general aviation airports.
  • Building Codes: Knowledge of local, state, and federal building codes.
  • Civil Engineering: Knowledge of principles and practices of civil engineering.
  • Computer Use: Skill in using a personal computer, the internet, and other software to perform job-related functions.
  • Data Entry and Retrieval: Skill in quickly and accurately entering data into and retrieving data from computer applications.
  • Microsoft Windows: Skill in using the Microsoft Windows operating system.
  • Relationship Building: Skill in establishing and maintaining effective and professional working relationships with others.
  • Data Processing: Skill in interpreting, defining, analyzing, and presenting data from various sources.
  • Driving: Skill in operating a motor vehicle.
  • Reporting: Skill in preparing and producing timely and accurate oral and written reports.
  • Supervision of Personnel: Skill in supervising and managing others, including planning work, providing direction, motivating workers, and identifying the best workers for the job.
  • Contract Administration: Skill in interpreting, writing, and administering contracts.
  • Contract Regulations: Skill in understanding and enforcing contractual agreements, rules, and regulations.
  • Written Comprehension: Ability to read and understand information and ideas presented in writing.
  • Written Expression: Ability to use words and sentences in writing so others will understand.
  • Attention to Detail: Is careful about detail and thorough in completing work tasks.
  • Independence: Develops one's own ways of doing things, guides oneself with little or no supervision, makes independent decisions, and depends on oneself to get things done.
  • Ability to obtain and maintain a Security identification Display Area (SIDA) badge.

Qualifications: 

Required: 

  • Bachelor's degree in Construction Management, Engineering, Architecture or related field 
  • 4-7 years of experience in a related field

Preferred:

  • Construction Management, Engineering, Architecture or related field
  • 7-10 years of experience in a related field
  • License: Professional Engineer 
  • Certification: Accredited Airport Executive
  • American Institute of Architects Member
