We are currently looking for a Construction Manager to work in our Flowood, MS location.
POSITION DESCRIPTION:
The Construction Manager position shall provide on-site Construction leadership and work closely with Engineering, Construction, Field Operations and other Company departments in planning and constructing safe and efficient facilities in compliance with all company, regulatory, and professional requirements while meeting targets for safety, budget, schedule and completion documentation.
This position will be responsible for managing assigned maintenance and integrity related projects, including setup, development and execution while coordinating with Field Operations, Gas Control and all support contractors to assure safe and successful projects.
Participate in constructability reviews at various stages of project development and design.
Work closely with operations to develop comprehensive compliant project job plan including detailed plan for all safety sensitive tasks.
Duties will include performing and inspection of safety sensitive tasks related to working on and around in-service pipeline facilities.
Assist with developing a plan for on-site inspection staffing needs, assist with selection and hiring of appropriate resources and provide on-site supervision for site inspection staff during project execution phase to assure compliance is maintained in all required areas.
Work closely with Project Management teams on all issues related to cost, schedule, quality assurance, RFIs, Change Orders, and other key issues to assure safe, timely and cost-effective resolutions.
When required handle Project Manager duties on assigned projects including scoping and estimating the project costs, specifying and ordering materials, following company design and O&M manuals and all applicable Company specifications, coordinating the effort to obtain permits, obtaining project approvals, preparing bid packages if necessary and selecting as well as managing multiple contractors, particularly in areas of costs, schedule and compliance with all laws and regulations (DOT, OSHA, FERC), assuring a quality work product.
Act as Boardwalk’s authorized representative in dealing with Contractor on day-to-day construction issues and in formal correspondence as needed for proper documentation and resolution.
Be thoroughly familiar with all OSHA and company safety expectations and manage as needed to assure compliance is maintained during construction phase.

Manage deliveries and full receiving process of all company supplied material and equipment from company warehouses and vendors to minimize schedule issues and costs.
Manage procurement of various materials and equipment identified as needs during construction phase.
Participate in meetings with property owners, agency representatives and others as required to discuss operational, regulatory, technical, and business issues.
Coordinate efforts between operations, gas control, construction, engineering, business development and other areas during facility commissioning phase.
Provide oversight and training of inspection teams, setting expectations, coordinating daily activities, and spot-checking construction activities to ensure that each inspector is providing effective quality control oversight and that all completion documentation is done in a thorough and timely manner.
Represent the Field Engineering and Construction department on various teams and corporate initiatives.
This position will assure compliance is met or exceeded for all applicable company, local, state and federal policies and procedures while ensuring timely preparation and distribution of all required project documentation and project line files.
This position will reside within BWP/BLP system, requires extensive travel across the entire BWP / BLM systems to support assigned construction projects, requires long days, possibly 6-7 days per week on a regular basis and could be required to be physically on remote construction locations 6 to 7 days a week for extended periods.
REQUIRED SKILLS, KNOWLEDGE, AND EXPERIENCE:
A minimum 10 years of experience in design and/or construction of natural gas transmission and storage facilities
Strong commitment to personal and team safety
Natural gas industry experience
Strong oral/written communication, administrative/organization and analytical problem-solving skills
Strong computer applications skills required including Microsoft Project, Word, and Excel
Ability to manage facility construction schedules and processes while prioritizing multiple responsibilities and assignments
Ability to work efficiently and independently with minimal direct supervision, self-motivated
Ability to read drawings, interpret and implement BWP construction specs, contract documents, drawings, alignment sheets, valve maps, line owner line lists, O&M Manual, etc.
Have good decision-making skills in abnormal situations, be able to manage and motivate contractors and 3rd party support staffs effectively
Ability to maintain good working relationships with all internal and external stakeholders
Commitment to train and become proficient on performing and inspection of safety sensitive tasks related to working on and around in-service pipeline facilities
Analytical approach to technical problems
Sound critical and economic thinking skills
Valid driver’s license and clean driving record
PREFERRED SKILLS, KNOWLEDGE, AND EXPERIENCE:
5 years of industry construction experience in a leadership role that included supervision duties, managing schedule and controlling project costs
Drive to stay current on technology, industry standards, materials, regulations
Good working knowledge of DOT 192, DOT 195, FERC, OSHA and API 1104 requirements
Welding background
Demonstrated project management skills
Drive to stay current on technology, industry standards, materials and regulations
Experience with managing maintenance and In-Line Inspection (ILI) pigging processes
REQUIRED EDUCATION:
High school diploma or equivalent
PREFERRED EDUCATION:
Bachelor’s Degree in related field
