Job Title: Multi-Certified Inspector II – Must Have an ESI Certification or meet the requirements to obtain
Department: Ashtabula County Building Department
Immediate Supervisor: Chief Building Official, Thomas Congdon, Ashtabula County Building Department
Pay grade/Rate of Pay: New Starting Wages for 2025!
Pay Grade 13: Starting base wage: $31.23-$32.79 per hour. Additional compensation includes:
- $1.25 per hour for Residential Building Official (RBO) licensure
- $1.25 per hour for an ESI Certification
Total potential starting wage: $33.73 – $35.29 per hour(depending on qualifications).
Annual salary range for full-time employees: $70,158 – $73,403 per year. Guaranteed step increases first two years, plus a 3% annual increase in 2026 and 2027.
Benefits: Includes health, vision, dental insurance, a new accelerated vacation schedule, and an annual clothing allowance.
Position Hours: We are seeking a candidate for either a full-time or part-time position.

JOB RESPONSIBILITIES: Under general supervision of the Chief Building Official, the Multi-Certified Inspector II will:
- Conduct inspections of residential, industrial, and commercial buildings to ensure compliance with building and electrical codes. This includes reviewing electrical and heating work, footings, foundations, frames, drain tiles, equipment, materials, and construction methods.
- Identify code violations and recommend corrective measures to ensure compliance. Communicate with contractors and homeowners regarding the requirements of the National Electric Code, building codes, and other applicable regulations.
- Issue stop work orders when necessary and authorize the issuance of permits for electrical installations. Conduct final inspections and prepare the final certificate of occupancy for review and approval by the Chief Building Official.
- Review plans, blueprints, specifications, and project documentation for compliance with state and local building codes and the National Electric Code. Consult with planners, architects, engineers, and other stakeholders regarding project compliance.
- Issue construction permits for approved plans and maintain detailed records and reports related to department operations.
- Provide information to the public and contractors regarding building and electrical codes, general construction issues, and regulatory interpretations.
- Respond to inquiries and complaints from citizens, attorneys, government officials, and other parties.
- Maintain all required licensures and certifications.
- Perform other duties as required or assigned.
QUALIFICATIONS:
- High school diploma or GED.
- Minimum of two (2) Ohio Board of Building Standards certifications, such as:
- Commercial Building Inspector (BI) (Full or Interim Certificate)
- Residential Building Official (RBO)
- Electrical Safety Inspector (ESI)
LICENSURE or CERTIFICATION REQUIREMENTS:
- Valid State of Ohio driver’s license.
- Electrical license.
- Maintain insurability under the County’s vehicle insurance policy.
- May be required to obtain additional certifications from the Ohio Board of Building Standards.
