We are seeking a highly skilled and experienced Facilities Project Manager with a proven track record of recent Operations & Maintenance (O&M) and Facilities Management experience. The position requires extensive experience in a project management or supervisory role, with expertise in Federal Contract management and overseeing facility operations. The ideal candidate will be well-versed in managing complex facilities such as adult education residential facilities, including maintenance, food services, housekeeping, and human resources, especially in a setting similar to the Federal Law Enforcement Training Centers (FLETC) Complex.

Essential Duties And Responsibilities
- Manage and supervise the day-to-day operations and maintenance (O&M) of the facility, ensuring compliance with Federal, state, and local regulations.
- Oversee facility services including but not limited to maintenance, housekeeping, food services, and human resources functions.
- Lead and direct a team of staff, contractors, and service providers to ensure the efficient and effective operation of the facility.
- Manage facility-related projects from initiation to completion, including budgeting, scheduling, quality control, and risk management.
- Ensure facilities are maintained and serviced to meet the operational needs of all stakeholders and comply with safety standards.
- Coordinate with various departments and stakeholders to plan and implement facility improvements and capital projects.
- Prepare and maintain reports, documentation, and project plans for senior management and clients.
- Ensure adherence to budgetary constraints, schedule, and quality specifications for all projects and ongoing services. Oversee Federal contract management requirements, ensuring compliance with contractual obligations, performance standards, and reporting requirements.
- Develop and implement strategies for cost reduction and efficiency improvements in facility operations and services.
- Maintain strong relationships with government clients, subcontractors, and vendors to ensure smooth project delivery and service performance.
Required Background and Experience:
- At least ten (10) years of recent O&M/Facilities Management experience with a minimum of seven (7) years in a project management or supervisory role.
- Strong knowledge and experience in Federal Contract management, including oversight of facility operations.
- Experience managing adult education residential facilities and/or facilities of similar size and complexity, including food services, housekeeping, and human resources management.
- A Bachelor’s degree in Facilities Management, Construction Management, Business Administration, or a related field is highly preferred.
- Relevant certifications such as Project Management Professional (PMP), Facilities Management (FM), or other industry-related certifications are a plus.
- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, etc.). Familiarity with facility management software and the ability to generate reports and correspondence as required.
- Strong leadership and team management skills with the ability to lead diverse teams and handle complex operational challenges.
- Excellent verbal and written communication skills to effectively interact with internal teams, vendors, contractors, and Federal clients.
- Strong analytical and problem-solving skills with the ability to make decisions under pressure and manage multiple priorities simultaneously.
- Sitting/Standing: This is not a sedentary role. This role requires the ability to be on your feet moving around for most of the day interacting with contractors, contractor representatives, and inspecting the construction work that is being performed.
- Walking: Ability to lift and move items as needed for the facility operations.
- Stooping/Kneeling/Crouching/Crawling: This role may require occasional stooping, kneeling, crouching, crawling, and ladder climbing to inspect all aspects of facilities or projects.
- Using Hands/Fingers: This role constantly operates technological office equipment such as laptop, mouse, keyboard, computer monitors, telephones, and scanners, copiers, and fax machines.
- Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information.
- Seeing: This role requires the ability to see, view, and distinguish all aspects of construction to ensure quality control.
- Carrying/Lifting: This role requires the ability to lift up to 30lbs to transport technological office equipment, safety equipment, and other needed project items to and from various workspaces.
