Develops program organizational, work structures, top level program and execution plans. Experience and Qualifications:
To be eligible for this demanding position, the ideal candidate should demonstrate the following experience and qualifications:
Required Education and Years of Experience:
- Education/experience typically acquired through advanced technical education (e.g. Bachelor)
and typically 14 or more years' related work experience or an equivalent combination of
technical education and experience (e.g. PhD 9 years' related work experience, Master 12
years' related work experience, 18 years' related work experience, etc.). - Shall have at least one (1) year of demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting.
- Shall have at least one year of demonstrated experience the management of control of funds and resources using complex reporting mechanisms such as Earned Value Management.
- Shall be knowledgeable of the guidelines provided by the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), DoD 5000 series, and Intelligence Community Directive (ICD) 801 policies.
- Direct experience in managing multi-task contracts and subcontracts of various types and complexity, as well as experience in leading a multi-vendor environment is required.
Required Qualifications:
- Active TS/SCI with Polygraph
- Direct experience in working alongside a program management team
- Ability to communicate in both oral and written forms and to function effectively in a team environment
- Experience reviewing candidates and coordinating cross-functionally to derive decisions
- Experience with establishing, integrating, and implementing processes
- Ability to organize, contribute to, create, and maintain clear and efficient documentation
- Shall have PMP certification, FAC-P/PM Mid Level certification or Defense Acquisition Workforce Improvement Act (DAWIA) Level 2 certification in Program Management.
- Experience allocating resources (staffing, facilities, and budgets) on the contract
- Experience reviewing and approving all earned value, Estimate to Complete, Funds and Manhour Expenditure Reports, or other financial reports as appropriate
- Review and allocate management reserve within contractual limits
- Ensure cross-discipline integration within the contract to meet Government needs.
- Experience participating in integrated product teams to design new capabilities based upon evaluation of all necessary development and operational considerations.
- Experience working with the higher level program manager, if applicable, to provide effective and efficient management of the contractor's effort.
- Review and propose the Integrated Program Baseline (or resource loaded schedule) to the Government.
- Experience reviewing risk and risk mitigation activities and allocate budgets for the same.
- Prepare program status reviews and other formal reviews to be presented to the Government PM.
- Ensure the timely recruitment and training of program staff, both direct and indirect
- Review all financial and technical reports before release to the Government.
- Communicate issues and solutions to the Government PM in a timely and transparent manner
- Ensure compliance with all regulatory and administrative requirements imposed by the contract in coordination with the Contractor's contracts staff
