Established in 1970, Boley Centers, Inc., is a private, non-profit organization serving individuals with mental disabilities, individuals and families who are homeless, Veterans and youth in Pinellas County. Boley Centers, Inc., a nationally recognized and accredited behavioral health care agency, has an opening for a full-time Purchasing/Procurement Specialist.

JOB SUMMARY:

The Purchasing/Procurement Specialist is responsible for overseeing and managing the procurement of goods and services. This role ensures compliance with funding requirements, cost-effectiveness, and timely delivery of materials and services. The Purchasing Agent collaborates with internal departments, vendors, and regulatory agencies to maintain efficiency in procurement while upholding the organization’s mission and operational standards.

PRIMARY JOB FUNCTIONS:

  • Develop and implement purchasing policies and procedures in alignment with Boley Centers’ financial and operational goals.
  • Identify cost-saving opportunities through bulk purchasing, competitive bidding, and strategic vendor partnerships.
  • Coordinate the acquisition of supplies, equipment, and services needed for all programs throughout Boley.
  • Source, evaluate, and negotiate contracts with vendors, ensuring cost efficiency and quality standards.
  • Monitor supplier performance, address issues, and maintain strong relationships to ensure reliability.
  • Ensure purchases comply with local, state, and federal regulations, including grant and funding requirements.
  • Invoice and maintain Reserve for Replacement records, including, but not limited to, usage, balances and restrictions.
  • Maintain utility account spreadsheets
  • Work closely with finance and program teams to develop budgets for procurement activities.
  • Track expenditures and ensure purchasing aligns with approved budgets and funding allocations
  • Accomplishes appropriate coordination, activities, as necessary with other departments, organizations, agencies, etc. regarding routine or special purchasing matters.
  • Maintain documentation and records for audits, grants and regulatory compliance.
  • Completes other duties as assigned.

While the role itself does not require daily use of PPE, the Purchasing Agent must be familiar

with safety standards for the procurement of:

  • PPE for staff and contractors (e.g., gloves, safety glasses, masks, respirators).
  • Worksite safety gear such as hard hats, high-visibility vests, and steel-toe boots for construction-related procurement.
  • Medical and mental health protective equipment, including infection control materials for mental health service areas.

EDUCATION AND EXPERIENCE:

  • Bachelor’s degree in business administration, supply chain management, finance, or a related field (preferred).
  • Minimum 2-3 years of experience in purchasing, procurement, or supply chain management.
  • Experience in nonprofit, healthcare, or housing development procurement preferred.
  • Excellent negotiation and vendor management skills.
  • Strong financial acumen, with experience in budget planning and cost control.

SKILLS AND ABILITIES:

  • Ability to manage multiple projects and prioritize competing deadlines.
  • Ability to prioritize workload
  • Ability to communicate effectively with co-workers and outside agencies

PREFERRED CERTIFICATIONS:

  • Certified Professional in Supply Management (CPSM)
  • Certified Public Procurement Officer (CPPO)
  • HUD Procurement Training Certification


PERFORMANCE STANDARDS:

Must comply with all work related rules and standards including, but not limited to attendance. Must not present a direct threat to the safety or health of self or others.

WORK ENVIRONMENT AND SCHEDULE:

Office setting

Monday–Friday, with occasional after-hours needs based on project deadlines.

PHYSICAL REQUIREMENTS:
Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to lift, carry, push, pull or otherwise move or manipulate objects Physical activities including, but not necessarily limited to, standing, walking, fingering, grasping, feeling, talking, seeing, hearing, handling, sitting, driving, etc. at varying frequency and intensity may be required to satisfactorily accomplish one or more of assigned duties

  • Ability to speak coherently
  • Ability to move throughout the program facilities
  • Ability to access filing cabinets for filing and retrieval of data
  • Ability to sit at a desk and view a monitor for extended periods of time
  • Good vision and hearing

SPECIAL REQUIREMENTS:

  • Valid Florida driver's license, own vehicle and auto insurance required.
  • Must pass a level II background check and drug screen.
