General Purpose
Perform a variety of full performance technical duties related to the recording and processing of county payroll; assure accurate, timely completion and distribution of payroll reports and withholdings.
Supervision Received
Works under the general supervision of the Chief Deputy Auditor.

Essential Functions
Analyze data for payroll input; perform required computer functions to complete bi-weekly payroll processes; maintain year‑to‑date records of wages, deductions, taxes and benefits.
Maintain confidential computerized payroll records showing employee pay rates, withholding allowances, benefit deductions, and other authorized payroll withholdings; work with employees and staff to resolve payroll problems and questions; inform employees of policies, procedures, and practices affecting payroll.
Review, track and create entries for all leave accrual types and usage; calculate employee balances for leave accounting; record all transactions against leave from authorized programs.
Perform bi-weekly, reconciliations; file state withholding taxes and make federal withholding tax deposits; reconcile and generate checks for payroll deductions/benefits with various private, state and federal agencies; create correcting general ledger entries for payroll, benefit and withholdings; correct payroll distributions by journal entry as needed.
Respond to employment questionnaires and surveys; complete or respond to employment verification requests from various lending institutions, local agencies or other organizations with a legitimate need to know.
Process and follow‑up on wage garnishments and levies by federal, state, and county court orders.
Reconcile and file all annual taxes and related reports with social security, federal and state governments, Department of Labor, state disability insurance, etc.; assure accuracy, completeness, and timely delivery; prepare and issue annual W‑2's for tax purposes; prepare annual reports of payroll, accounts payable, retirement, and disability insurance.
Respond to requests from county departments concerning possible budget and payroll impacts which may be caused by various staffing-related decisions or options.
Monitor changes in tax laws as needed to ensure program and payroll compliance; prepare annual reports of payroll, accounts payable, retirement, and disability insurance; assist in the interpretation of related regulations and laws.
Assist new hires and regular employees with program enrollment and/or program changes affecting insurance premiums, and retirement contributions, to ensure accurate and timely withholdings.
Educate employees on paycheck direct deposit pre-note and change processes.
Train new employees in the electronic time keeping system and supervisors on approval best practices. Provide ongoing training to employees in Bonneville County's electronic timekeeping system to prevent errors and over/under payment of wages.
Work closely with Human Resources to verify accuracy in employee records relating to Onboarding/Offboarding and benefit participation.
Coordinate with external auditors as needed to review payroll records and related data; develop projections showing impact of proposed changes on county payroll and benefit expenses.
Ability to maintain regular, reliable patterns in work product and attendance according to Bonneville County's expectations.
Act as backup for the Deputy Auditor as needed and perform other job-related duties as assigned or required.
Minimum Qualifications
1. Education and Experience:
A. Two (2) years of post-high school education or training in accounting, bookkeeping, or some other related field.
AND
B. Three (3) years of progressively responsible experience in payroll, bookkeeping and accounting.
OR
C. An equivalent combination of education, experience, and training which provides knowledge and abilities necessary to perform the work.
2. Required Knowledge, Skills, and Abilities:
Working knowledge of standard payroll deductions and unique deductions for organization's programs and benefits; current Federal and State tax payroll laws, deadlines, reporting requirements; operation of standard office equipment.
Proficient in Microsoft Office programs with intermediate Excel experience and basic to complex mathematical skills.
Ability to learn, understand and assume responsibility for all payroll-related procedures; work independently; meet multiple deadlines; schedule and effectively coordinate computer project and workload demands; understand complex computer programs; communicate complex subjects effectively, verbally and in writing; develop and maintain working relationships with supervisors, department heads, and employees.
3. Special Qualifications:
- Highly proficient keyboard and 10-Key skills.
- Extensive spreadsheet experience.
- Knowledge of insurance coverages and procedures related to benefits.
4. Work Environment:
Work is performed in a typical office setting with appropriate climate controls. Tasks require a variety of physical activities, not generally involving muscular exertion, but do require physical activities related to mobility, sitting, reaching, talking, hearing, and seeing. Common eye, hand, finger dexterity is required to perform essential functions. Mental application utilizes memory for details, verbal instructions, emotional stability, critical thinking, and guided problem solving. The ideal candidate must be able to complete all physical requirements of the job with or without reasonable accommodation.
