Job Summary
The Grants Management Specialist will provide comprehensive support for the full lifecycle of SAMHSA's grant programs, ensuring compliance with federal regulations and agency policies. This role requires a strong understanding of grant administration procedures, excellent analytical and communication skills, and proficiency in grant management software (e.g., eRA).
Key Responsibilities
- Grant Application Review and Processing:
- Review grant applications for completeness and accuracy.
- Conduct pre-award assessments and risk verifications on competing and non-competing applications.
- Assist with the preparation of Notices of Award (NoA) and terms & conditions.
- Post-Award Administration:
- Process post-award amendments, including supplements, changes in recipient status, and award relinquishments.
- Analyze budgets for non-competing continuations, new applications, and post-award amendments.
- Review and validate Federal Financial Reports (FFRs), notifying recipients of deficiencies.
- Track recipient carryover requests and offsets.
- Maintain official award files in eRA, ensuring proper record retention for compliance with NARA standards.
- Reporting and Management Support:
- Develop detailed tracking reports on completed and upcoming tasks.
- Assist with updating annual grant cycle memos for internal controls and processes.
- Provide administrative support for scheduling, tracking, and reporting of desk reviews and site visits.
- Generate reports on the status of grant closeouts and unresolved audits.
- Manage divisional tasks and contribute to program office needs.
- Website Management:
- Develop and maintain a process to manage website content and updates for the grants program.
Education and Skills Qualifications:
- Bachelor's degree in Public Administration, Business Administration, or a related field.
- 2 years of experience in grants management or a related field.
- Strong understanding of federal grant regulations (e.g., 45 CFR Part 75, 2 CFR Part 200) and SAMHSA grant policies.
- Excellent analytical and problem-solving skills.
- Strong written and verbal communication skills.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and grant management software (e.g., eRA).
- Experience with closeout procedures and federal audit resolution is a plus.
