Job Summary
Borger Residential is seeking a detail-oriented Compliance Specialist with experience in the District of Columbia’s Housing Choice Voucher Program (HCVP) and other third-party community-based organizations supporting subsidy-based housing in the multifamily industry. This role ensures regulatory compliance while fostering positive relationships with housing authorities, tenants, and property management teams.
Essential Functions and Responsibilities
- Manage and ensure compliance with the Housing Choice Voucher Program and other subsidy-based housing programs.
- Conduct apartment unit pre-inspections prior to new lease inspections and as part of annual recertifications to ensure compliance with program and property standards.
- Review lease-up packages for accuracy and completeness, and upload them to the DCHA portal or other applicable subsidy group portals.
- Complete and submit RAD rent control forms for all move-ins and move-outs of subsidy-based residents.
- Monitor and maintain accurate documentation for program participants, case workers, and property compliance.
- Serve as the primary liaison with housing authorities and third-party community organizations.
- Receive and process voucher-related communications, ensuring timely updates in property management software and notifying site teams of necessary changes.
- Prepare and present monthly updates on all aspects of compliance.
- Conduct regular audits of tenant files and property records to ensure adherence to federal, state, and local regulations.
- Provide training and support to property management teams regarding compliance requirements.
- Address and resolve compliance and financial-related issues efficiently.
Qualifications
- Minimum of 2 years in Housing Choice Voucher Program and other subsidy-based housing programs.
- Proven experience with the District of Columbia Housing Choice Voucher Program and similar programs.
- Strong understanding of multifamily housing regulations and subsidy-based housing.
- Excellent organizational and communication skills.
- Ability to work independently and collaboratively in a fast-paced environment.
- Strong computer skills – Word, Excel, Outlook, Internet, general database management.
- Proficiency in Yardi is a plus.
- Work well with both residents and colleagues.
- Previous work history that demonstrates stability and commitment.
- Previous experience working in Property Management preferred.
- Dependable in both daily attendance and timely completion of work product.
Work Environment and Physical Demands
