What are the responsibilities and job description for the Assistant Chief Administrative Officer / Director of Community Safety & Recreation Services position at Borough of Chambersburg?
Join our dynamic leadership team at the Borough of Chambersburg! We are looking for a high-achieving executive to work closely with the Borough Manager and Deputy Borough Manager in our newly created role of Assistant Chief Administrative Officer (ACAO)/Director of Community Safety & Recreation Services. This new position will rank as third-highest among our management team, serving under the Borough Manager and Deputy Borough Manager, and entrusted with significant responsibilities.
As the ACAO, you will play a pivotal role in shaping the Borough's objectives and measuring the efficiency of municipal services across the organization. Your responsibilities will include:
Organizational Leadership: Developing annual objectives, developing key performance indicators, and enhancing government efficiency, and internal communications across the Borough.
Departmental Oversight: Directly managing the Recreation Department, youth sports programs, and the Chambersburg Aquatic Center enterprise, including budget, and day-to-day supervision of staff and programming.
Community Safety Coordination: Acting as the Borough Manager's liaison with the Chambersburg Fire Department, Emergency Medical Services, Fire Code Prevention, and collaborating with the Mayor and Police Chief to align police operations with Borough operations.

Starting salary range:
NBE4: $130,187.20-$138,174.40 D.O.E.
BASED ON KNOWLEDGE, SKILLS, AND EXPERIENCE
Acceptable Knowledge and Experience
Education
-
Bachelors degree from an accredited college/university and International City/County
Management Association (ICMA) accreditation; or Masters degree with the ability to obtain an International City/County Management Association (ICMA) accreditation within one year.
Preferred
-
Masters degree in Public Policy or Public Administration.
Experience:
-
Minimum of ten (10) years experience working in a municipal environment with parks &
recreation, youth sports, or municipal pool experience, directly or among a portfolio of services
in a senior leadership or senior management role.

Considerable professional experience in the areas of municipal management, planning, including
administrative and supervisory responsibilities.

Some level of police, fire, and EMS knowledge and experience.

Preferred previous experience as a municipal manager, assistant manager, or department
director.
Or any equivalent combination of experience and training which provides the required knowledge, skills
and abilities.
Position Progression:
This position is part of the succession to Deputy Borough Manager and/or Borough Manager position,
therefore is expected to obtain the International City/County Management Association (ICMA)
accreditation within one year of employment.
Additional Eligibility Requirements:
An employee serving as Recreation Department Director is encouraged to obtain a Certified Park and Recreation Executive (CPRE) certificate from the National Parks and Recreation Association, a Certified Playground Safety Inspector (CPSI) certificate from the National Parks and Recreation Association, and a Certified Pool Operation (CPO) certificate from the State Parks and Recreation within twenty-four (24) months of appointment.

Strong organizational communication skills are a must, alongside a thorough understanding of governmental structures and public administration programs. The ability to conceptualize, develop, and implement policies that enhance departmental operations is vital.

You will coordinate and lead the work of technical staff while tactfully addressing public concerns and complaints. Building and maintaining positive relationships with department heads, elected officials, and the community is key to success in this role.

You should be able to plan and oversee the work of others effectively, tackle administrative tasks with minimal supervision, and assist the Borough Manager in establishing and executing policies. Flexibility is essential, as you may need to work nights, weekends, and holidays when necessary, adjusting your schedule to meet project deadlines.
