Summary
Under general supervision of the Streets Superintendent, the Laborer II is responsible for the operation of a variety of construction and maintenance equipment. The Laborer II is responsible for performing a variety of manual labor activities. Provides competent, skilled labor for the Borough of Phoenixville Streets Department to maintain the integrity and safety of the Borough and right of way infrastructure.
Experience/Qualifications
- This position requires a high school diploma or equivalent
- Two years' experience relating to construction, maintenance, and/or repair is preferred
- Must possess a general knowledge and ability to operate Borough-owned vehicles, equipment, and hand/power tools
- Must possess the ability to perform heavy manual laborer in all weather conditions
- Must possess the ability to meet the approved physical standards
Licenses/Certifications
- Must possess a valid Commercial Driver's License (CDL) Class B without air brake restriction
Essential Duties and Responsibilities
- Drive commercial weight, single-axle vehicles
- Salt and plow roads
- Operate and tow equipment
- Dig and fill trenches for water and sewer lines
- Operate and maintain hand and power equipment, tolls, machines, and vehicles
- Pick up debris, rake leaves, cut grass, and shovel snow
- Clean and wash equipment and machinery
- Assist in the repair of water and sewer lines
- Enter confined spaces such as manholes
- Maintain the areas address system by work such as, but not limited to, installation of directional signage, street names, and other signs
- Mow grass, prune trees/hedges, and plant flowers and trees and required
- Maintenance of Borough parks including mulching, weeding, aeration of turf, fertilizing, equipment repairs, tree trimming, trash and recycling removal
- Maintenance of walking paths including tree trimming, grass cutting, fence repairs, litter patrol, and path repairs as needed
- Maintenance of water main and storm sewers, making repairs and/or conducting routine maintenance procedures
- Street light bulb replacement
- Downtown sidewalk sweeping
- Maintenance and clean up around Borough Hall building
- Inspection and repair of equipment as required by department procedures
- Repair Borough roads, curbs, and sidewalks
- Assist the Sanitation Department and other departments as needed
- Apply common sense understanding to carry out simple oral and written instructions
- Carry out job functions with or without supervision and without posing a direct threat to the health or safety of oneself or others

Physical Requirements
- Ability to lift objects up to 50 pounds in weight repeatedly
- Ability to use all required personal protective equipment (PPE) to include the correct breathing respirator for hazardous work environments
- Ability to detect and differentiate colors and shades of color
- Ability to see, read, print, and draw letters, numbers, words, characters, and symbols
- Ability to climb stairs or step ladders
- Ability to use a variety of hand and power tools, requiring a high degree of dexterity
- Ability to hear normal conversations and communicate clearly, both orally and written
- Ability to work in adverse environmental weather conditions, day or night
- Work is typically performed while intermittently sitting, standing, stooping, bending, crouching, or walking
- Ability to sit, stand, or walk for periods longer than 30 minutes
- Ability to work in confined or closed spaces
- Ability to drive up to 50 miles at one time
- Ability to work, walk, and stand on unstable soil conditions.
