Overview
The Office of Returning Citizens (ORC) is an office within the Mayor’s Office of Human Services that is dedicated to supporting the 3,000 individuals who return to Boston after being released from state, federal, and county facilities each year, as well as others who were previously incarcerated. This office aims to empower people reintegrating into their communities after incarceration to reach their full potential as individuals, family members, and residents of Boston. The mission of the ORC is to help returning citizens recover from the trauma of incarceration, reclaim their dignity and purpose, and rebuild their lives through positive choices, incentives, and opportunities. We believe that with supportive services and resources, returning citizens can successfully return to safe, stable, and fulfilling lives. The ORC aims to empower our clients to break the cycle of recidivism through hands-on case management and an extensive provider referral network.
Job Summary
The Director of Reentry Case Management Services manages a team of ORC reentry case managers in their daily tasks, caseloads, client service plans, and long-term case management goals of the office. The Director will evaluate the effectiveness of case plans and outcomes, conducting qualitative and quantitative assessments of client well-being, recidivism rates, and other key metrics to inform and support the office’s case management services. In addition, the Director will carry their own separate client caseload, provide relevant referrals and resources to ORC clients, and monitor their progress in finding stability after incarceration. These case management duties include, but are not limited to, providing direct referrals to community organizations and other agencies, conducting an initial needs assessment, training and other programming at the ORC office, and direct resources such as transportation or ID assistance. The Director works with ORC clients to address their critical needs, as identified by risk and needs assessments, and ensures successful reentry by strategically connecting clients to resources that will help them meet their reentry goals. The Director will also be responsible for building the office’s referral network, identifying gaps in services, and developing creative solutions to fill these gaps.
Responsibilities
- Supervise a team of Reentry Case Managers.
- Coordinate in-service training and promote staff development to ensure case management staff have core competencies.
- Create a monthly update on the progress of ORC clients, challenges, and successes of current services, and conduct an evaluation of case manager caseload.
- Provide warm referrals to Boston agencies and community provider services that address critical needs for ORC clients; provide client follow-ups to ensure the effectiveness of referrals.
- Maintain contact with participants based on their risk / need and provide appropriate counseling services.
- Conduct ORC intakes with all clients and monitor their progress.
- Coordinate and work with clients to identify a career pathway and primary or supplemental training / education opportunities to assist them in achieving family-sustaining employment.
- Refer participants to partner agencies to provide direct service delivery.
- Monitor and track reentry plan progress, working with support team members to document goals achieved in the data management system.
- Build and maintain professional working relationships with team members, community partners, and agency partners.
- Oversee the clinical and administrative operations of the ORC’s case management services.
- Ensure the timely flow of case management activities to meet program goals and objectives.
- Lead regular organizational meetings and weekly team meetings as needed.
- Provide regular supervision to program staff, initially weekly or biweekly, depending on needs.
- Complete assessments, progress notes, and significant program data.
- Collect and input data into the program client database(s) for case tracking.
- Perform related work as required.
