DEPARTMENT OVERVIEW:

The BPS Department of Early Childhood (DEC) oversees over 800 classrooms in K1 through grade 2. It has received national recognition for its K1 program and its in-house, research-driven K2 through 2nd-grade curriculum, coaching and professional development (PD) support. DEC leverages families and educators across Boston to expand programming year-long via Summer Early Focus and Countdown to Kindergarten.


Additionally, the DEC is the lead education agency for Boston Universal Pre-K and partners with Community-Based Organizations (CBOs), Family child care (FCCs), and Independent Schools across the City. Lastly, the DEC ensures that all settings have the resources and support to sustain quality as defined by local, state, and national agencies.


POSITION OVERVIEW:

The agencies that inform the Department’s definition of high quality include the Mayor’s Office of Early Childhood (OEC), Boston Public Schools BPS), the Department of Secondary Education (DESE), the Department of Early Education and Care (DESE), the National Association for the Education of Young Children (NAEYC) and National Association for Family Child Care (NAFCC).


The Department of Early Childhood Quality and Compliance Manager (QCM) fosters collaboration between providers, agencies, partners, and the District. They will work across these spaces to:

  • Ensure educators understand indicators of high-quality early childhood programs
  • Develop tools and systems for using these indicators to measure quality
  • Develop and implement strategies for improving quality where needed

The Quality and Compliance Manager (QCM) resides in the Department of Early Childhood, Boston Public Schools, reporting to the Department of Early Childhood Executive Director.


RESPONSIBILITIES:

This position is the same for two people who will work together and requires partnership to distribute the Department of Early Childhood administrative support across the four settings equitably. They will collaborate with CBO providers, school leaders, school superintendents, and coaches.

  • Create and maintain ongoing systems to:
    • Assess the needs of each education setting
    • Develop and integrate goals into a quality school plan
    • Track progress and provide specific resources
    • Evaluate data to identify trends and inform the direction of resources and support
    • Report to invested parties
  • Work directly with local and state agencies including Mayor’s Office of Early Childhood (OEC), Boston Public Schools (BPS), the Department of Elementary and Secondary Education (DESE), the Department of Early Education and Care (DEEC), and the National Association for the Education of Young Children (NAEYC), and National Association for Family Child Care (NAFCC).
  • Stay abreast of state and national standards and policies across settings.
  • Develop and oversee systems to support all settings
    • Achieve or maintain EEC licensing - Include the development of a licensing monitoring and facilities requirement
    • Achieve or maintain accreditation - NAEYC accreditation, NAFCC, any other potential national accreditation systems
  • Create and maintain the database for the before, after, and summer landscape.
  • Quality assurance and resource management across settings - include developing and using needs assessments and quality alignment tools.
  • Create and maintain an electronic resource library within the community to connect programming to policies across the entire public education system.
  • Collaborate with coaches, mentors, and contracted partners to achieve licensing and accreditation and meet additional quality indicators.
  • Project manage grants related to quality improvement, sustainability and compliance.
  • Implement communication strategies with all invested parties
  • Assist in other tasks relating to quality enhancement as needed

QUALIFICATIONS:


Required:

  • Bachelor’s degree in a relevant field (Early Childhood Education, Elementary Education, Early Childhood Special Education)
  • Minimum of three years experience in educational administration or early childhood education
  • Demonstrated familiarity with early childhood education and knowledge of preschool and kindergarten accreditation and standards
  • Knowledge of culturally and linguistically sustaining practices and anti-bias approaches in early childhood education
  • Excellent written communication and interpersonal skills
  • Detail orientation, personal organization and ability to coordinate multiple projects simultaneously
  • Demonstrated ability to work with a diverse range of programs and people
  • Ability to work effectively and comfortably in a team-oriented, fast-paced environment within the department, across departments, and with outside agencies and organizations

Preferred:

  • Masters degree in relevant field (Early Childhood Education, Elementary Education, Early Childhood Special Education)
  • Experience/Knowledge with the Mayor’s Office of Early Childhood (OEC), Boston Public Schools BPS), the Department of Elementary and Secondary Education (DESE), the Department of Early Education and Care (DEEC), and the National Association for the Education of Young Children (NAEYC), and National Association for Family Child Care (NAFCC).
  • Experience and knowledge of the Boston early learning community including the geography, demographics, social, political, cultural and linguistic context, and the organizations that work in the early learning field
