Proposal Manager

Due to continued growth in 2025, we are eager to add a Proposal Manager to our Marketing Team based at our headquarters located in South Hackensack, NJ. This Proposal Manager, reporting directly to the VP of Strategic Planning, will collaborate with our Management Team, Department Heads and technical staff in the preparation of proposals, qualification statements, letters of interest and presentations to support the pursuit of new opportunities.
Responsibilities:
- Manage the whole cycle of the proposals preparation and submission, including statements of qualifications, and letters of interest preparation
- Manage Proposal Department Staff day to day work, performance and collaboration process as well as mentoring/ growth
- Lead in Go/No Go analyses for RFQ and RFP
- Carefully review RFP/RFQ in detail to confirm requirements necessary to prepare a complete and compliant proposal
- Strong Assistance in collaborations with technical staff and technical writer to develop proposal scope of work, approach and fee content and in all aspects of technical proposals including cover letters, executive summaries, project descriptions, summary narratives
- Prepare and tailor resumes for proposals
- Oversee and actively support the annual update of all employee resumes
- Carefully proofread proposals to ensure accuracy, quality writing and clear focus
- Initial and support debriefs and client feedback on proposals
- Ensure Maintenance of quality control on all documentation, and ensure documentation is both current and accurate
Qualifications:
- Bachelor’s Degree in a business-related field
- 10 years of relevant experience in developing and coordinating proposals, statements of qualifications in the engineering, construction and/or environmental industry required
- Experience in day to day direct management, leadership and development of Proposal Team members individually and collectively
- Experienced with preparation of SF 254, SF 255, SF 330 and other forms preferred but not required.
- Effective time management, organizational and prioritization skills
- Extensive Word, Excel, and OneDrive experience required
- Excellent writing skills
- Strong interpersonal/communication skills and experience collaborating with multi-disciplinary teams
- Adept at being attentive to detail and to think strategically
- Proven ability to multi-task
- Proficiency with Adobe Acrobat is required.
- Familiarity with public sector clients at the local, county and state levels of government.
- Experience with state and regional transportation agencies (Turnpike Authority, DOT) in the tri-state area is preferred.
