Boulder County's Community Planning & Permitting Department is seeking to hire a Planning Division Manager. The Planning Division Manager leads the Public Information and Code Compliance Team and reports directly to the Deputy Director of Planning. The desired candidate will have tremendous leadership skills, a demonstrated track record in managing people and projects in a fast paced and innovative environment and be results-oriented and organizationally savvy. The Planning Division Manager requires the exercise of a significant degree of independence and judgment. The position calls for dedicated commitment to the cornerstones of Boulder County governance as laid out by County Commissioner Strategic Priorities

The successful candidate will be able to effectively navigate in a complex and decentralized organization, will have very strong relationship building and management skills, as well as a nuanced understanding of organizational decision-making and operation.

This is a full-time,  benefited position that will work , Monday - Friday 8:00am - 4:30pm, with some flexibility and remote options. This position will work out of 2045 13th St. Boulder, CO 80302. Under Fair Labor Standards Act (FLSA) guidelines, this position is exempt.

Boulder County requires its employees to reside in the state of Colorado as of the first day of work.

Hiring Salary Range: $112,308.00 - $137,000.00 Annually 

Tentative Hiring Timeline:

  • Phone Screening: Week of March 24th
  • First Round Interviews: Week of March 31st
  • Second Round Interviews: Week of April 7th
  • Reference Check: Week of April 7th


New employees receive an 80-hour bank of vacation at the time of hire, in addition to 8 hours of both vacation and medical leave accruals each month (Must not have been employed at Boulder County during the 12 months prior to re-hire date to qualify). Boulder County offers bountiful benefits, including pension contributions.

  1. Team leader for Public Information and Code Compliance Team. Directs, monitors, assigns and tracks team projects and supervises team members, which includes:
    1. Two on-call planners
    2. Three Code Compliance Specialists
    3. A seasonal noxious weeds specialist
    4. A Sustainable Agriculture Community Outreach Planner
    5. A Planning Technician
  2. Supervises staff and performs work involving:
    1. Receiving and responding to public inquiries and complaints on building and zoning enforcement matters
    2. Enforcement of the Land Use Code and building codes
    3. Receiving and responding to public inquiries on general zoning and planning matters and providing feedback on proposals in unincorporated Boulder County
    4. Implementation and enforcement of the County's Noxious Weed Management Plan
    5. Reviewing building permits for compliance with land use code and approvals
    6. Outreach and education on zoning regulations with the community
    7. Makes interpretations of applicable regulations when reviewing permits, performing zoning investigations, or otherwise responding to inquiries
    8. Works with planning staff and communications specialist to develop and implement public information publications and outreach programs and clarify on-call procedures with staff
    9. Works with the public, county departments, and other agencies and jurisdictions regarding land use and building code enforcement
    10. Develops and maintains policies and procedures for zoning enforcement response
    11. Works with team to develop and maintain zoning policy guide
    12. Reviews building permits for compliance with land use approvals
    13. Front counter rotation and processing of planning applications as-needed
    14. Prepares and gives presentations to community groups, elected officials and boards and commissions
    15. Plans, coordinates and implements special projects as directed
    16. Performs related work as required.
    17. May be reassigned in emergency situations.

EDUCATION & EXPERIENCE:

Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of a Bachelor's degree in Planning or related field and six years of professional experience in urban, regional or community planning, including two years experience in a supervisory capacity.

Additional related education may count towards required experience.

PREFERRED QUALIFICATIONS: 
  • Master's degree in Planning or related field and AICP (American Institute of Certified Planners) certification
