Boulder County Community Services Department is seeking to hire a Alternative Sentencing Facility (ASF) Behavioral Health Manager. The ASF Behavioral Health Manager is responsible for overseeing the implementation, supervision, and continuous improvement of behavioral health, navigation, and restorative justice programs within the ASF. This role ensures that all programs align with evidence-based practices, regulatory requirements, and facility goals while fostering collaboration across justice and community service systems.
This is a full-time, benefited position that will work Monday - Friday 8:00am - 5:00pm; hours may vary based on workload needs. Weekends and evenings may be required. This position will work out of the Alternative Sentencing Facility, Boulder, Colorado. Under Fair Labor Standards Act (FLSA) guidelines, this position is exempt.
Boulder County requires its employees to reside in the state of Colorado as of the first day of work.
Hiring Salary Range: $83,844.00 - $102,288.00 Annually
Tentative Hiring Timeline:

Program Development and Oversight
- Assist the ASF Facility Manager in developing, implementing, and maintaining facility standards, policies, and guidelines
- Ensure that behavioral health, navigation, and restorative justice programs are trauma-informed, gender-responsive, and culturally competent
- Conduct regular program evaluations, gather feedback, and implement improvements to enhance service effectiveness and outcomes
- Oversee the daily operations of the Behavioral Health Coordinator, Navigation Coordinator, and Restorative Justice Coordinator
- Provide guidance, support, and supervision to ensure effective program implementation
- Conduct regular staff meetings to review progress, address challenges, and maintain alignment with program goals
- Facilitate ongoing professional development and training for program staff
- Work closely with courts, probation, law enforcement, and community agencies to coordinate services and referrals
- Build and maintain partnerships with community organizations, employers, and social service providers to support successful reentry and reintegration
- Monitor and ensure compliance with federal, state, and local laws, policies, and regulations related to behavioral health and restorative justice programs
- Prepare reports and documentation for internal leadership and external agencies
- Participate in interdepartmental and interagency meetings to facilitate program alignment and integration
- Assist in budget formulation and management for behavioral health and restorative justice initiatives
- Oversee program revenues and associated fees to ensure financial sustainability
- Allocate resources effectively to support program objectives and optimize service delivery
- Represent behavioral health and restorative justice programs in county commissioner meetings, stakeholder engagements, and public forums
- Advocate for justice-involved individuals by promoting behavioral health interventions and restorative justice practices
- Lead community education initiatives to raise awareness about restorative justice and trauma-informed care
- Performs related work, as required
- May be reassigned during emergency situations

EDUCATION & EXPERIENCE:
Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of 9 years of combined education and experience, including at least 1 year in a supervisory role within the criminal justice system.

SPECIAL REQUIREMENTS:
- Due to State requirements and regulatory issues, Clinical/Therapeutic positions require a Master’s degree.
- Master’s degree in a related field is required, such as:
- Social Work (MSW)
- Counseling (MA, MS, or M.Ed. in Counseling)
- Psychology (MA or MS in Clinical, Counseling, or Forensic Psychology)
- Public Health (MPH) with a focus on behavioral health or justice
- Criminal Justice, Public Administration, or a related discipline with significant behavioral health experience
- Master’s degree in a related field is required, such as:
- Clinical Licensure (due to running a state licensed program) is required, such as:
- Licensed Professional Counselor (LPC)
- Licensed Clinical Social Worker (LCSW)
- Licensed Marriage and Family Therapist (LMFT)
- Licensed Addiction Counselor (LAC) or equivalent
