The Victim Witness Restitution Specialist position will be responsible for performing a variety of complex clerical duties related to determining restitution in criminal cases in the Boulder District Attorney's Office. This position provides direct services to crime victims and requires the ability to manage multiple tasks and cases, prioritize activities, analyze facts to determine the appropriate course of action, emphasize accuracy, and meet pre-set deadlines. The position involves gathering, organizing, and validating information from crime victims to prepare the total eligible financial amounts for restitution. This position works closely as a team with Deputy District Attorneys, Victim Witness Specialists, and Legal Assistants and reports to the Director of Victim Witness.
This is a salaried full-time position for 40 hours a week.
Work hours are Monday - Friday, 8:00 am to 5:00 pm
Hiring Salary: $59,496-$70,000
Classification salary range: $59,496-$85,824 Annually
Under FLSA guidelines, this position is non-exempt.
Examples of Duties:
- Document services and notifications provided to victims and witnesses to ensure compliance with the Victim Rights Act (VRA) and maintain accurate statistical data.
- Responds to phone calls and in-person inquiries regarding restitution, providing factual information or directing individuals to the appropriate unit or personnel.
- Review police records to identify victims eligible for restitution.
- Develop and maintains a comprehensive understanding of the restitution statute (C.R.S. 18-1.3-601 et al.).
- Coordinate with Legal Assistants to request police records as needed.
- Initiates contact via phone, email, or mail to provide victims with timely and accurate case-related information and determine restitution amounts.
- Maintains detailed records of all services and communications with involved parties.
- Provides clear explanations of courtroom procedures, the criminal justice process, legal terminology, and eligible losses under the restitution statute.
- Processes affidavits of loss by applying legal precedents to restitution claims.
- Submits financial loss documentation to the Deputy District Attorney for review and requests court-ordered restitution.
- Assists Deputy District Attorneys in filing motions to order, amend, or modify restitution.
- Ensure victims are informed of their right to restitution and aware of the Crime Victim Compensation Program.
- Provides Victim Compensation applications as needed.
- Notify victims through phone, email, mail, or in-person meetings regarding case status, restitution claims, and required supporting documentation.
- Refers victims to court collection investigators after restitution is court-ordered.
- Creates and maintains electronic case files.
- Enter victim and financial information into the system to generate restitution orders, letters, and forms.
- Manages high volumes of communication with victims, insurance agencies, pro se defendants, court personnel, and defense attorneys.
- Works efficiently within time-sensitive deadlines for restitution requests.
- Appears and testifies at restitution hearings as needed.
- Maintains professionalism and composure when interacting with individuals experiencing emotional distress, demonstrating strong listening and communication skills.
- Participates in relevant training opportunities to enhance knowledge and effectiveness within the Victim Witness Unit.
- Perform other related duties as assigned.

EDUCATION & EXPERIENCE:
Boulder County is looking for well-qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for 2 years of combined education and experience. This can include criminal justice, human services, or working in a law office with accounting, insurance, or other related fields.
