POSITION SUMMARY:
Under direct supervision of the Inspection Supervisor the Boulder Housing Partners Inspector I conducts comprehensive inspections of HUD-assisted and insured housing properties to ensure compliance with the National Standards for the Physical Inspection of Real Estate (NSPIRE). The inspector ensures that housing units and common areas are safe, sanitary, and in good repair, as outlined by HUD's guidelines.

ESSENTIAL JOB FUNCTIONS:
Inspection and Evaluation
- Conduct scheduled annual weekly on-site property inspections using HUD’s NSPIRE standards.
- Assess the physical condition of residential properties, including building exteriors, systems, and individual units.
- Document deficiencies, hazards, or areas needing repair based on NSPIRE criteria.
Fire Inspection:
- Assists in physical inspections fire inspections annually with NFPA fire contractors, follow up repairs, maintains good working relationship with Fire Chief, lieutenants, code compliance officers, engine companies, and Brycer who is the third-party vendor who reports to BFD for compliance.
Rental License Inspection:
- Assists in annual physical inspections with ITERNACHI inspector. Maintains INTERNACHI certificate. Assist with BHP rental licenses are compliant with COB RHL program
Back Flow Testing:
- Assists with annual physical testing and repairs
Boiler Inspection:
- Assists with biannual physical inspections with state boiler inspector, and insurance carriers.
Elevator Conveyance:
- Assists in annual physical inspections coordinating with elevator contractors.
Pest Inspection:
- Assists in physical inspection.
Housing Choice Voucher HQS/NSPIRE Inspection:
- Performs Annual and Initial physical HQS inspections. Assist in scheduling and has a performance criterion of 48-hour completion of initial inspections.
Documentation and Reporting
- Utilize HUD-approved inspection software and tools to record findings.
- Prepare and submit detailed inspection reports within required timeframes.
- Provide recommendations for corrective actions to property managers or owners.
Compliance and Standards
- Ensure properties meet HUD’s health and safety standards.
- Educate property owners and managers on NSPIRE requirements and remediation measures.
Communication
- Collaborate with HUD officials, property managers, and residents during inspections.
- Clearly explain inspection findings and compliance expectations to stakeholders.
Training and Development
- Stay current on NSPIRE standards, policies, and inspection technologies through ongoing training.
- Participate in quality assurance reviews and continuous improvement initiatives.
Regular, predictable attendance is an essential function of this position.

REQUIRED QUALIFICATIONS:
- High school diploma or equivalent; additional technical or vocational training preferred in building trades.
- Minimum of 2 years of experience in property inspection, construction, or housing management.
- Certification as a NSPIRE (National Standard of Physical Inspection of Real Estate) or the ability to obtain certification.
- Strong understanding of HUD guidelines, local building codes, and housing regulations.
- Excellent attention to detail and organizational skills.
- Ability to work independently and manage time effectively.
- Strong communication and interpersonal skills.
- Proficiency in using inspection software and computer programs.
- Valid driver's license

MACHINES AND EQUIPMENT USED: Vehicle, personal computer, telephone, photocopy/facsimile/scanner machine, calculator, multimeter, and other building systems’ testing equipment.
WORKING CONDITIONS:
- Indoor and Outdoor Work: Employees will work in both indoor and outdoor environments, depending on the tasks at hand. This includes residential units, common areas, mechanical rooms, and building exteriors.
- Exposure to Various Conditions: The role may require work in adverse weather conditions, such as heat, cold, rain, or snow, or noisy or dusty environments.
- Physical Demands: The job often involves physical tasks, including lifting, carrying up to 60 lbs., climbing, bending, and working in confined spaces or at heights. Employees must be comfortable using ladders, scaffolding, and various tools and equipment.
- Hazardous Materials: Employees may be exposed to hazardous materials, including cleaning chemicals, paints, solvents, and asbestos, requiring the use of personal protective equipment (PPE) and adherence to safety protocols.
