Overview:

Under general supervision from the Power Systems Electrical Foreman, performs work associated with the installation, operation, and maintenance of complex electrical systems associated with all Power Department Generation Plants, Electrical Substations, control and monitoring of Transmission and Distribution Systems, and other miscellaneous systems and equipment.

Essential Job Functions:

Performs work assignments related to the maintenance and operation of electrical substations including power transformers, regulators, circuit breakers, buss work, air brake switches, reclosers, and all related automatic equipment and controls.

Assists with the design, installation, maintenance, inspection, testing, adjustment, and repair of protective relay systems, electrical control circuits, switchboard instruments, current and potential transformers, and all related equipment in all substations and generation plants both natural gas and hydroelectric.

Maintains logs and records of maintenance on all substation and generation equipment.

Sketches, checks, and updates all electrical equipment circuit diagrams for all substations and generation plants.

Assists with the maintenance and operation of the SCADA system and all related hardware, software, and communications equipment associated with the SCADA system.

Assists with the maintenance of system records and completion of regular system studies related to fuse coordination, power factor correction, and arc flash.

Assists with the maintenance and operation of all hydroelectric generation plants including preparing and submitting Federal and State reports, maintenance records, permits, and operation budgets.

Implements, prepares, and performs routine and emergency switching for all substations, transmission, and distribution systems as well as underground and overhead distribution systems to clear and restore power as quickly as possible.

Assists with the maintenance and operation of the two-way radio communications system. Maintains licenses for all communication equipment.

Assists with the construction and maintenance of all traffic signal controllers and associated equipment.

Assists the Metering Department with their respective duties, including in their absence and when on call.

Must carry a cell phone and be available for call out at any time of the day or night, year-round, regardless of weather conditions.

Performs other duties of a like or lesser grade which may be assigned.

Must live within a 20-minute response area.

Requires rotating standby for holidays and potential for callouts outside of working hours.

Knowledge, Skills, and Abilities:

· Ability to solve problems and make decisions using facts and personal judgment.

· Ability to communicate and report accurately, both verbally and in writing, and to work in sometimes stressful, high-pressure situations.

· Must be self-motivated and able to motivate others.

· Must be able to understand the technologies in the work being performed including a thorough knowledge of substations and electrical systems.

· Understand the essentials of metering, relaying, power transformation and generation, and their respective design operation and maintenance.

· Practical knowledge of electrical and electronic, digital, micro-processor theory and technology.

· Knowledge of the National Electric Code and the National Electrical Safety Code.

· Requires mathematical development sufficient to be able to work with exponents, analytical geometry, and algebraic functions with electrical and mechanical applications.

· Must have developed language skills to be able to read literature, technical journals, instruction manuals, financial reports, and legal documents.

· Must be able to write operational manuals, maintenance procedures, logs, maintenance reports, and equipment specifications.

· Must be conversant in the theory, principles, and methods of effective and persuasive speaking, voice and diction, phonetics, and discussions.

Physical Requirements:

This position requires frequent physical effort.

It may include frequent lifting of up to 40 pounds and occasional lifting of up to 100 pounds.

Bending, stooping, and/or lifting will be required.

Requires walking, standing, and working in different types of weather and conditions.

Talking, hearing, seeing, and distinguishing colors is required.

Requires the ability to operate aerial devices and the ability to climb structures using climbing equipment.

Environmental/Working Conditions:

This position requires working in plants which produce sufficient noise, either constant or intermittent, to cause marked distraction or possible injury to the sense of hearing, and/or sufficient vibration to cause bodily harm without protection if endured day after day. This position requires working on, around, and in near proximity of high voltages ranging from 138 KV down, which can or could cause severe injury.

Qualifications:

High School diploma

Two years of technical schooling in electrical or electronics

Three years of experience with electrical systems performing Journeyman electrician work

Or an equivalent combination of education and experience

Completion of an accredited Substation Technician apprenticeship program resulting in a Journeyman Substation Technician certification

Must have and maintain a valid Utah Class B CDL Drivers License.

Successfully pass a background check, a driving record check, and a pre-employment drug test

Benefits:

Medical Insurance

Benefits begin on the date of hire. Bountiful City offers Select Health and PEHP networks, with the choice of Traditional or High Deductible plans on either network. Bountiful pays 100% of the premium for employees (single coverage), 95% of the premium for two-party coverage, and 90% of the premium for family coverage.

Dental and Vision Insurance

Dental and Vision coverage is provided by Renaissance. This coverage is optional and is paid for by the employee. It is effective on the first day of the month following the date of hire.

Life Insurance

Group term life insurance of two times the annual salary $10,000 is provided to the employee, $10,000 for spouse, and $10,000 per eligible dependent at no cost. Additional supplemental life insurance may be purchased by the employee.

Flexible Spending Accounts (FLEX$)

Eligible employees may elect to enroll in the FLEX$ program offered by PEHP. Employee contributions are made bi-weekly through payroll. Funds can be used to pay for eligible limited medical expenses (up to $3,200 per year and may be spent during a grace period of 75 days) and for dependent childcare expenses (up to $5,000 per year) on a pre-tax basis.

Health Savings Account (HSA)

Employees who are enrolled in a High Deductible plan will receive pre-tax contributions from Bountiful City to fund their HSA. Employer contribution amounts rely on the tier of medical coverage chosen by the employee and are prorated based on date of hire. Annually these amounts are $1000 (single coverage), $2,000 (two-party coverage), and $3,000 (family coverage).

Employees have the option to make bi-weekly pre-tax contributions to their HSA account in addition to the contributions made on behalf of Bountiful City. HSA contribution limits for 2024 are $4,150 for single coverage and $8,300 for family coverage. These limits include contributions made by the employee and the employer.

Accidental Death and Dismemberment Insurance (AD&D)

Accidental Death and Dismemberment Insurance coverage is provided by PEHP. This coverage is optional and is paid for by the employee. It is effective the first day of the month following the date of hire.

Long Term Disability (LTD)

Bountiful City pays the premium for LTD coverage which offers 66.67% salary replacement after a three-month waiting period.

Sick and Vacation Leave

Employees accrue 3.70 hours of sick leave per pay period and there is no cap on accrual. Employees accrue 3.70 hours of vacation leave per pay period and may carry a maximum of 240 hours. Vacation accrual rates increase with years of service. Employees who meet certain criteria may annually sell back sick and vacation leave.

Paid Holidays

Employees receive twelve paid holidays a year.

Employee Assistance Program

A counseling and consultation service through Blomquist Hale is provided to help employees and eligible family members with a wide range of personal issues. This plan is paid for by Bountiful City and there is no out of pocket expense for the employee to participate.

COLA and Merit Increases

Employees may receive COLA and/or Merit salary increases based on performance evaluations, market adjustments, and/or the availability of funds as allocated by the City Council.

Retirement – Pension

Bountiful City funds a pension plan and/or 401(k) account through Utah Retirement Systems (URS) on the employee’s behalf. Specific contributions vary based upon hire date and the tier the employee falls under and will be discussed further at the time of hire. For more information please visit (www.urs.org. Presently, Bountiful City makes additional contributions to Tier 2 employees 401(k) accounts to equalize contribution rates with Tier 1 employees.

Retirement – Savings Plans

Employees have the option to contribute to a variety of additional savings account options including 401(k), 457, and Roth IRA. Contributions can be made on a pre-tax or post-tax basis through bi-weekly payroll deductions.
