OverviewProgram Manager : Bowhead is seeking a Program Manager for the upcoming NAVAIR Command Strategic Leadership Support Services effort in Patuxent River, MD. The NAVAIR Command Strategic Leadership Support Services program will focus on researching on the current philosophy and strategic initiatives within the Department of Defense (DoD), Department of the Navy (DoN), and the Naval Air Systems Command (NAVAIR) including the Naval Aviation Enterprise (NAE) as well as the other services. The Program Manager will act as the overall lead, manager and administrator for the contracted effort. And will serve as the primary interface and point of contact with Government program authorities and representatives on technical and program / project issues. As well as analyze and coordinate the schedule, timeline, procurement, staffing, and budget of a product or service on a per project basis. Lead and guide the work of administrative staff.ResponsibilitiesOversee contractor personnel program / project operations.Organize, direct and coordinate the planning and production of all contract and subcontract support activities.Analyze and coordinate the schedule, timeline, procurement, staffing, and budget of a product or service on a per project basis.Lead and guide the work of technical staff.May serve as a point of contact for the client or customer.Other duties as requiredBowhead seeks to network with qualified individuals relative to a potential opportunity, which is contingent upon award and not currently funded. No solicitations or third-party applications will be accepted.QualificationsBS or BA degree in Business Administration or other "Relevant Managerial Discipline". An AS or AA degree and an additional four (4) years of experience may be substituted for a BA / BS or an additional eight (8) years of experience may be substituted for a BA / BS.At least six (6) years of professional experience in office operation / management support. A minimum of 5 years supervisory / Team Lead experience desired.Must have direct experience supporting a Chief of Staff for a major Legislative or Department of Defense (DoD) Echelon Command / Secretariat. past experience supporting a Navy or Marine Corps Command Element preferred.Experience in performing financial and administrative requirements, to include : project controls, strategic management procedures and senior level communication is also required.Demonstrated knowledge to management and operations of Department of Navy Systems Commands. Experience using advanced features of Microsoft PowerPoint (experience with Microsoft SharePoint is desired)Physical Demands : Must be able to lift up to 15 poundsMust be able to stand and walk for prolonged amounts of timeMust be able to twist, bend and squat periodicallyThe projected compensation range for this position is $120,000- $160,000. The pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other laws.SECURITY CLEARANCE REQUIREMENTS : Must currently hold a security clearance at the Secret level.
