UIC Nappairit, LLC (UICN) is headquartered in Anchorage, Alaska and a subsidiary of Ukpeagvik Inupiat Corporation (UIC), the Alaska Native Village Corporation of Barrow, Alaska. UICN is a SBA 8(a) Certified ANC Commercial construction contractor, specializing in road system & remote vertical and civil construction services. Sr. Estimator
JOB SUMMARY:
- Estimator position requires a self-starter with experience in all phases of road system & remote Alaska construction estimating including proposal preparation, quantity surveys, supplier and subcontractor solicitations, manpower production rates, logistic methods, preparation of documents, and preparation of estimates, primarily for contracting opportunities located within all areas of Alaska, with focus on logistically challenging projects in remote Alaska. Projects range from $100K - $30 million plus.
Responsibilities
Essential Functions:
- Participate in Home Office and field meetings with project team members, subcontractor and client personnel, as required.
- Identify potential problem areas or trends and work on continuous improvement issues.
- Maintain communication with the field team and home Office project team members regarding significant problem areas and potential solutions.
- Have mutual accountability with Project Manager, Site Safety and QA/QC Manager for completion of efforts on time and within budget.
- Assist in identifying and tracking new project opportunities as well as project funding and finance opportunities.
- Prepares work to be estimated by gathering proposals, blueprints, specifications, and related documents.
- Identifies labor, material, and time requirements by studying proposals, blueprints, specifications, and related documents.
- Assists in developing costs/budget for design build projects.
- Computes costs by analyzing labor, material, and time requirements.
- Obtains bids from vendors and subcontractors by specifying materials, identifying qualified subcontractors and negotiating price.
- Resolves discrepancies by collecting and analyzing information.
- Assess cost effectiveness of products, projects, or services, tracking actual costs relative to bids as the project develops.
- Conduct special studies to develop and establish standard hour and related cost data or to effect cost reduction.
- Create initial project construction schedules.
- Presents prepared estimate by assembling and displaying numerical and descriptive information.
- Maintains cost database by entering and backing up data.
- Maintains technical knowledge by attending educational workshops, reviewing technical publications.
- Contributes to team effort by accomplishing related results as needed.
- Ensure timely completion of estimates.
- Understand scope of work to bid.
- Establish and maintain working relationships with vendors and subcontractors.
- Will travel to job sites on occasion.
- Will assist the project managers from pre-construction to close-out.
Knowledge and Critical Skill/Expertise:
- Technical skills are a necessity, including excellent written, and verbal skills.
- Requires analytical, critical-thinking, and technical skills.
- Ability to work under strict deadlines.
- Thorough knowledge/background in commercial construction. Alaska project experience is preferred.
- Must be able to perform multiple tasks and handle multiple priorities and can perform exceptionally under high stress conditions.
- Knowledge of computer operations and standard software packages.
- Proficiency of the Microsoft Office Suites.
- Knowledge of the practical application of engineering science and technology.
- Knowledge of design techniques, tools, and principles, involved in production of precision technical plans, blueprints, drawings, and models.
- Knowledge of materials, methods, and the tools involved in the construction industry.
- Ability to manage estimates and proposal processes from start to finish with self-sufficiency.
- Ability to listen to and follow directives from upper management.
- Desire to be part of a team environment.
- Capable of functioning independently and undertake various technical roles when required.
- Recognizes need for confidentiality and securing of sensitive information.
Qualifications
Required Experience:
- 10-15 years’ experience in commercial/Remote Alaska/Federal construction estimating.
- Previous Timberline estimating experience.
- Bachelor’s Degree or comparable work experience
- Broad knowledge in construction methods, practices, schedules, logistics and budgets.
- Able to read architectural plans and develop cost estimates.
- Strong understanding of construction processes
- Experience estimating in response to DOD, DOJ solicitations.
- Ability to work extended work schedules as required supporting the project schedules.
- Demonstrated ability to manage multiple projects, priorities, and relationships.
Physical Demands:
- While performing the duties of this job, the employee is frequently required to read text on a computer screen and in hard copy, stand or sit, talk, and hear.
- The employee is frequently required to enter information into computers via a keyboard or other peripheral device.
- Exposure to moderate levels of noise in a well-lit, well-ventilated, and moderately paced environment.
- Continuously required to sit, hear and/or respond to verbal/audio cues, perform repetitive motions of hands and wrists, and read computer screen.
