The California Decoy Program, in partnership with the Boys & Girls Clubs of Fresno County (B&GCFC), recruits volunteers in all 58 California counties to participate in undercover tobacco enforcement operations in conjunction with the:
California Department of Public Health
Food and Drug Branch (FDB)
Tobacco Enforcement Operations
The FDB works to reduce the illegal sale of tobacco products to minors in the state of California. Participants selected to work with FDB investigators will attempt to purchase tobacco products at tobacco retailers under FDB supervision to prevent tobacco sales to minors.
Decoys who participate in undercover tobacco operations are trained in preparation for tobacco checks. If tobacco products are sold to a decoy, the FDB will issue a fine the store owner. The FDB investigator will notify the store owner that an illegal was made. The decoy is never involved when the fine is issued.
The California Decoy Program offers a unique opportunity for decoys to earn money, work with state law enforcement, and help stop the injustice of underage tobacco sales. We are pleased to offer all enrolled decoys a $50 sign on bonus as well as the opportunity to earn $100-$200 on the days they work.
