Job Summary:
The Site Manager is responsible for managing the daily operation of designated club site with primary concern of the highest levels of program quality and implementation of a programmatic outcome- driven Club experience and measurement strategy with daily data that drives the Formula for Impact, supervision of staff, community relations, membership and all related administration.

Qualifications:
Education: Director Qualified through State of Missouri Licensing for 100 members.

Experience: Minimum of three years of experience working with children in a group setting, management experience is a plus.

Licensing Requirements:
  • Missouri Department of Health & Senior Services Medical Examination Report for Caregivers and Staff must meet acceptable standards from the State of Missouri, completed within 30 days of hire.
  • TB Risk Assessment and Examination completed within 30 days of hire.
  • Annual results of Family Care Safety Registry background screening must be deemed acceptable by the State of Missouri.
  • Annual results of nationwide background screening must meet barrier crimes standards for organizational membership with Boys & Girls Clubs or America.
  • Site Manager ensures that all staff, including self, meets qualifications and ongoing training requirements per state licensing regulations (12 hrs. annually).

Physical Requirements:
  • Able to lift, carry, push, pull, or roll up to 20-25 pounds.
  • Capable of prolonged, extensive, or considerable standing, walking, and speaking and occasional reaching, stooping, bending, kneeling, or crouching and working in front of PC monitor.
  • Expressing or exchanging ideas by means of the spoken word as well as convey detailed or important spoken instructions to other workers accurately, loudly, or quickly in addition to perceiving the nature of sounds at normal speaking levels and ability to receive detailed information through verbal communication and make fine discriminations in sounds is necessary for the safety of the children in the program.
  • The employee may be subject to both inside and outside environmental conditions. Inside weather conditions provides protection from weather conditions but not necessarily temperature changes and outside environmental conditions provides no effective protection from weather.
  • The employee may be subject to sufficient noise to cause the employee to shout in order to be heard above the ambient noise level.
  • Local travel as well as some regional travel is required in performance of duties.

  • Routine reporting and grant deadlines; variance in work volume.

  • Voicemail and e-mail are checked daily. Attends all meetings and events and notifies appropriate staff prior to missing a meeting/event and follows up to get important information.

  • Applies theories about how youth learn and develop in the domains of physical, social, emotional, cognitive, and creative to BGCSTL programming.
  • Site Manager establishes an environment that provides learning experiences that meet the needs, capabilities, and interests of each youth.

Computer Skills
  • Types accurately, enters information into a computerized system, and uses database management software specific to membership management provided by BGCSTL.
  • Prior computer/PC experience using other word processing, spreadsheets, and database management systems is preferred. Microsoft Office programs are a plus.

Essential Responsibilities:

Strategic Planning
  • Partner with Area Director to ensure that BGCSTL single and multi-year operational goals are strategically planned and developed, thoughtfully implemented, accurately communicated, and successfully achieved in accordance with departmental and organizational mission; collaborate with staff and management in other areas as necessary to accomplish objectives.
  • Supports the Area Director in his/her leadership and management of BGCSTL by participating in the strategic planning, budgeting, and marketing processes of BGCSTL.

Essential Responsibilities (continued):
Leadership
  • Support the day to day operations, assuring good customer service, communication & coordination with staff members.
  • Completes Advanced and/or Mastery Level Leadership levels through BGCA’s Leadership University while encouraging all staff, at a minimum, to complete Foundation Level or higher. Engages in professional development activities, and supports the professional development of others as required by Area Director.
  • Member of the Program Management team and acts as interdepartmental liaison.
    • Works with other Site Managers and Unit Directors and Area Director to complete projects.
    • Participates in and is responsible for grant compliance with Area Director.
    • Upon request, represents the Area Director at conventions, conferences, at group meetings and other functions, as well as with

Safety
  • Institutes policies and practices that provide a healthy and safe environment; ensure facilities, equipment and supplies are maintained and promptly report any problems to the Area Director.
  • Supervises the distribution of all equipment, maintains and keeps inventory of stock for all games and equipment ensuring they are replenished and stocked.
  • Completes and/or reviews written documentation for accidents and behavioral incidents and provides those reports to the Area Director.
  • Appropriately reports any instances of abuse and neglect of children, as required, as a mandated reporter.
  • Consistently enforces and reviews Club rules with current and new members.

Project Management
  • Defines the elements and scope of projects (money, time, people, impact, etc.) and communicates to team members involved. Also, determines project tasks and milestones; identifies and allocates necessary resources.
  • Tracks the project lifecycle, ensuring timely completion within allotted budget to satisfy requirements.
  • Keeps project team members moving forward in completing their tasks, establishes criteria and metrics for evaluation; and reports project information to stakeholders.

Personnel Management
  • Demonstrate BGCSTL mission driven values of Fun, Recognition, Integrity, Teamwork, Creativity & Innovation and Respect and integrate them into the work environment and ways of work.
  • Participates in interviewing and hiring, training, supervising, evaluating and developing assigned staff according to laws, regulations, and BGCSTL’s policies and procedures, consulting supervisor and appropriate Human Resources staff as indicated.
  • Supervisory practices are consistent with the policies and guidelines set forth by the organization (i.e. BGCSTL policy and procedures, Ethics Policy, Standards of Organizational Effectiveness, and others)
  • Guarantees fair and equal application of discipline to subordinates.
  • Provides verbal evaluation of subordinates’ performance on a regular basis and written evaluation on an annual basis.
  • Ensures subordinates understand and comply with BGCSTL policy and procedures.
  • Quickly informs Human Resources and completes reports on all employee injuries and claims of discrimination, harassment, and policy violation.
  • Conducts subordinate coaching privately and professionally.
  • Maintains strict confidentiality regarding financial and employee data and information.
  • Clearly outlines all safety guidelines and makes sure all work is performed in a safe manner.
  • Consistently administers the policies of BGCSTL and manages in accordance with BGCSTL’s standard operating procedures and guidelines.

Program Planning & Implementation
  • Oversees the effective implementation of programs, services, and activities and ensures programs are intentionally striving toward desired outcomes.
  • Familiar with and uses organizational logic models to guide management of assigned programs.
  • Work team and supervisor consistently meet goals by Vice President, Operations and President.
  • Deadlines are consistently met.

Program Assessment & Outcome Measurement
  • Ensures that all staff complete Formula for Impact Training and can clearly articulate the Formula for Impact and its goals.
  • Effectively manages the completion of program and participant assessments using a variety of formal and informal assessment tools.
  • Responsible for the fidelity of all outcome measurement reports for each site including membership information, attendance information, program participation data along with basic and advanced indicator data to support the comprehensive measurement strategy.

Membership & Participation Drive
  • Achieve and exceed membership and participation goals provided by the Area Director for total membership, average daily attendance, and other youth served. Achieves and exceeds participation goals outlined in the Logic Model.
  • Follows up with members to encourage continued participation.

Compliance
  • Accountable for Club compliance with all federal and state laws, licensing, grants, and/or contracts, as well as, company specific policies and procedures.
  • Successfully and consistently operates programs in compliance with BGCA & licensing regulations.
  • Plays active role in passing inspections and maintaining licensing standards.

Youth Development Activities
  • Participates in new member orientation process and club-wide events.
  • Provides guidance and role modeling to members. Manages groups of members to make efficient use of time.
  • Helps establish an expectation of school success, high school graduation and college attendance and begins to work toward these outcomes with members beginning at age six.
  • Provides every member with opportunities to feel a sense of belonging, usefulness, competence and influence.
  • Develops All Club activities with fun in mind. Builds programs consisting of creative games, activities and contests that provide maximum excitement.
  • Manages and delivers programming, including group activities, recreational activities, guest speakers, and field trips. Implements Club programs at the highest quality that is creative and engaging for members. Meets the developmental needs of youth and the curriculum is adapted when needed. Programs are consistent, on schedule, and carried out as planned.
  • Reviews current programs and recommends changes based on performance data, member input and overall outcomes. Prepares program and activity reports. Maintains awareness of and is responsible for managing programmatic goals and objectives.
  • Effectively completes assessments of programs and program participants using a variety of formal and informal assessment tools.
  • Inputs and gathers data, as appropriate, in the membership management and/or outcomes management system or other data-gathering vehicle, works with other staff to implement special projects.
  • Creates a calendar of events and activities for members. Facilitates and assists with coordination of special events and other youth-oriented activities. May be required to drive Club van.
  • Completes and/or reviews written documentation for accidents and behavioral incidents and provides those written reports to the VP/Operations. Effectively engages parents through outreach and volunteer activities.

Marketing, Public Relations, & Resource Development
  • Develops and maintains the visibility of Club programs via posting of daily schedule, announcements of upcoming events and the dissemination of timely information through mailings, fliers and media releases.
  • Represents Boys & Girls Clubs of Greater St. Louis and Club location at civic, legal, and donor-related functions throughout the year.
  • Acts as ambassador to donors and effectively engages in relationship building and is actively engaged in the culture of philanthropy.
  • Ensures there is reciprocity and respect between Club programs and resource development.
  • Views and values resource development as a mission-aligned program of the organization.
  • Promotes philanthropy and can articulate the case for giving.
  • Conducts Club tours to donors, politicians, and other interested community representatives.

Volunteer Management
  • Ensure that volunteers work in a safe, healthy, and supportive environment in accordance with all appropriate legislation and regulations.
  • Train staff to work effectively and cooperatively with volunteers.
  • Orient volunteers to increase their understanding of the organization, its clients, its services and the role and responsibilities of volunteers.
  • Ensure that volunteers are given appropriate training to be successful in their positions.
  • Ensure that volunteer check-in procedures are followed and records of volunteer hours are maintained according to established procedures.
  • Ensure that volunteers receive appropriate supervision.
  • Assist with conflict resolution among members, staff, and volunteers according to established procedures.
  • Establish and implement a process for evaluating the contribution of individual volunteers.
  • Participate in formal volunteer recognition activities and plan and implement informal volunteer recognition activities to recognize the contribution of volunteers to the organization.
