MAJOR RESPONSIBILITIES & DUTIES:
Provides safe and effective services
Requires employees to adhere to policies related to safety and boundaries with service recipients.
Attends safety and abuse risk management training as assigned.
Provides employees with on-going supervision and education related to safety and abuse risk.
Adheres to procedures related to managing high-risk activities and supervising service recipients.
Reports suspicious or inappropriate behaviors and policy violations.
Follows mandated abuse reporting requirements.
Oversees Recruitment, Assessment, and Licensing Compliance for Foster Families
Collaborates directly with the Executive Team and Marketing on developing recruitment strategies and advertisements that complement sitewide recruiting initiatives.
Oversees and independently leads the initial home study assessment process for foster family candidates.
Partners with Department Leads to evaluate completed home study assessments and licensing packets, making final determinations to ensure compliance with licensing requirements for potential foster families have been met.
Monitors and ensures current foster parents sustain their licensing requirements throughout their tenure.
Leads speaking engagements and gives information on foster care and licensing requirements.
Serves as the main contact for all site contracts and regulatory requirements for foster homes. Remains current and knowledgeable about changes affecting contracts and regulations.
Utilizes Binti and I-Family Net as needed to fulfill licensing requirements for potential foster families and serves as the designated liaison between Boys Town and Binti.
Supports Foster Family Services Staff
Assists with the supervision and support to FFS staff; may recruit, train or supervise program staff and volunteers.
Assists with conducting initial interviews and orientations with potential foster parents to assess skills and abilities in alignment with Boys Town philosophy.
Develops reports and tracking mechanisms to track potential families.
Completes required compliance background checks and reviews references for potential foster parents.
Prepares and submits reports and/or recommendations to the Foster Family Services Coordinator concerning selection of foster parents.
May be trained to become a certified Common Sense Parenting Instructor and as a certified instructor may be asked to conduct Common Sense Parenting (CSP) Courses at designated locations as assigned.
Trains and Supports Boys Town Recruiters/Trainers Nationally
Provides training services to site recruiters on developing and implementing individualized foster parent recruitment plans.
Develops and maintains consultant relationships with site recruiters and leaders to ensure implementation and execution of recruitment plans.
Provides initial and advanced training to all foster care sites on required recruiting and licensing programs.
Works alongside the Executive Team and partners with Marketing on the development of paper and electronic literature to use Nationally in the recruitment of foster parents.
Externally collaborates with (CLM) Children’s League and (DCF) Department of Children and Families as a leadership representative for Boystown to remain knowledgeable on all contractual, legislative, budgetary, and systematic changes.
Provides expert input on strategy and compliance changes that directly effect the operation of the Foster Family Services program and required contracts.
Works with the Massachusetts Referral Units in DCF to triage referrals and match referrals to open foster homes/make placement matches.
Coordinates, plans, and supervises initial and ongoing training activities for foster parents.
Coordinates and conducts initial training of potential foster parents to include state specific and Boys Town specific materials.
Develops annual training calendar of initial, ongoing, and network meeting topics; develops and collects training materials for ongoing training materials.
Directs all actions to reflect the values and principles of Boys Town.
Establishes and maintains an environment that encourages teamwork, collaboration, and ethical behavior.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of and experience with training or recruitment and selection.
Advanced critical-thinking and problem-solving, including ability to make assessments and use sound judgment.
Knowledge of the foster care system and foster care laws and regulations.
Ability to plan and carry out an effective community recruitment program.
Ability to supervise, teach and train adults.
Ability to support Foster Family Services Consultants with workload and Family Resource Workers to license foster families as needed.
Excellent written and verbal communication skills, including the ability to explain complex material.
Ability to maintain a high level of confidentiality, professionalism, and role modeling.
Knowledge of Boys Town Model.
REQUIRED QUALIFICATIONS:
Bachelor's degree in Social or Behavioral Science, related field, or equivalent combination of education and experience required. Additional education and experience may be required by state regulation and laws or contractual requirements.
Minimum 5 years of experience required.
Must have or obtain and sustain LSW or LSWA credentials within 1 year of hire required.
Must have or be able to obtain certification to be a CPR trainer within 1 year of hire required.
Must have or be able to obtain credentials to be a MAPP Certified Trainer within 1 year of hire required.
Possess a valid driver’s license with a good driving record and pass an annual Motor Vehicle Registration (MVR) required.
Ability to provide own transportation to complete travel requirements of job; meet auto insurance requirements established by Boys Town policy and/or State and Local law requirements required.
Flexible hours, including evenings and weekends required.
PREFERRED QUALIFICATIONS:
Experience in the Boys Town Model preferred.
Management and supervisory experience preferred.
Bilingual skills in some locations preferred.

PHYSICAL REQUIREMENTS, EQUIPMENT USAGE, WORK ENVIRONMENT:
Position requires little to moderate physical activity. Handling of average weight objects up to 20 pounds, or standing and/or walking or at a keyboard, workstation, or desk. Work is typically in a normal office administrative environment involving minimal exposure to physical risks. While performing the duties of this job, the employee is subject to outside weather conditions and maybe required to visit homes with substandard living conditions and domestic pets.
