Job Overview:
We are seeking an experienced and highly organized Scrum Master / Technical Project Manager to lead our Data Engineering and Analytics teams supporting government programs. The ideal candidate will combine strong Agile leadership with technical project management skills, with a particular focus on data analytics, visualization, and public sector compliance. This role is critical for driving successful delivery of data modernization initiatives while ensuring team discipline and client satisfaction.
Responsibilities:
- Facilitate and continuously improve Agile ceremonies (Daily Standups, Sprint Planning, Reviews, Retrospectives) for data engineering and analytics teams
- Manage sprint capacity and ensure disciplined execution of tasks by engineers
- Oversee data analytics projects involving Tableau dashboards, Snowflake, and data visualization
- Coordinate with cross-functional teams including data engineers, Tableau engineers, data analysts, and QA professionals
- Ensure adherence to public sector standards and applicable data security/compliance policies (e.g., HIPAA, FISMA, FedRAMP)
- Track and report on key metrics (velocity, burndown charts, milestone status) to technical and non-technical stakeholders
- Serve as a bridge between business owners, technical teams, and leadership to ensure clarity of priorities and outcomes
- Advocate for best practices in data management, data governance, and system interoperability
- Handle challenging client situations with composure and professionalism
- Foster a culture of collaboration, continuous improvement, and accountability across teams
Qualifications:
- Bachelor's degree in Computer Science, Information Systems, Public Administration, or related field (Master's preferred)
- 5 years of experience as a Scrum Master, Technical Project Manager, or Agile Project Manager leading data-centric teams
- Strong knowledge of Agile frameworks (Scrum, Kanban, SAFe) and project management methodologies
- 2 years of experience supporting government programs or working on public sector contracts
- Proficiency with Agile project management tools (Jira, Azure DevOps, Rally, or similar)
- Familiarity with data-focused projects: data warehousing, analytics, data integrations, reporting platforms
- Strong stakeholder management and communication skills across technical and business audiences
- Scrum Master certification (CSM, PSM) preferred; PMP, PMI-ACP, or SAFe certifications are a strong plus
- Must be willing to undergo FBI fingerprinting and background checks (mandatory for Commonwealth projects)
Preferred Skills:
- Experience with public health data analytics and government sector projects
- Familiarity with public sector compliance frameworks (HIPAA, FISMA, FedRAMP) and secure data handling practices
- Experience working with government reporting standards or large-scale government data systems
- Understanding of data governance, metadata management, and quality frameworks
- Knowledge of cloud platforms (AWS, Azure, GCP) supporting government workloads
- Experience with Tableau, Snowflake, and data visualization platforms
