Under general supervision, maintain County Geographical Information Systems (GIS) databases, applications and programing for, including but not limited to, road, bridge, sign, easement, drainage, boundary, etc.  Provides, using County GIS, maps, exhibits, and other visual aids for use by County Engineering staff, Elected Officials, other County departments, external Government entities, private consulting firms and the general public.  Assist, as needed, the Road and Bridge department regarding maintained assets.ESSENTIAL FUNCTIONS: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. This is not a comprehensive listing of all functions and duties performed by incumbents of this class; employees may be assigned duties which are not listed below; reasonable accommodations will be made as required. Essential duties and responsibilities may include, but are not limited to, the following:
  • Maintains and edits County GIS database and maps
  • Maintains and edits, using ArcGIS (and associated programs and applications), the County’s Online GIS Map System
  • Maintains municipal, political, and emergency service boundaries.
  • Assists in the integration, ongoing development and maintenance of the County’s Asset Maintenance and Management System (Cartegraph)
  • Integrates with Emergency Management during and after a declared emergency with road closures, resource logistics and debris removal
  • Assists Road & Bridge to continually update various maintained assets in the field and electronic inventory
  • Performs research on easements, rights-of-way, and property ownership for County Staff and public using advanced GIS software
  • Assists in record keeping of TCEQ and other regulatory agency documentation (i.e. Storm Water Pollution Prevention Program and Above Ground Fuel Storage Tanks)
  • Assists in the acquisition of rights-of-way and easements for road improvements
  • Assists in the abandonment of rights-of-way and easements as deemed prudent
  • Maintains the department website
  • Produces County-wide or property specific maps for purchase by the public and/or other entities; makes maps for County staff and/or elected officials
  • Write court orders for items related to the above
  • Attends and participates in public meetings, trainings, and conferences as required
  • Performs other duties as assigned
MINIMUM QUALIFICATIONS:
Education, Experience and Training Guidelines:
  • A minimum of an Associate’s degree in GIS, Geography, or related field AND two years of experience in GIS applications or same field; OR
  • A minimum 4 years combination of education, training, and experience in GIS, Geography, or related field
 
Experience in:
  • GIS software (preferably) ArcGIS for Desktop, ArcGIS Pro, ArcGIS Online, and Portal
  • Working knowledge and experience with Cartegraph OMS software
  • Python, VBScript or other coding languages preferred
  • Database manipulation as it pertains to ArcGIS
  • General surveying knowledge or nomenclature
  • General website building and editing
  • Developing professional-grade maps, graphics, and other exhibits
 
Ability to:
  • Operating a personal computer and various software applications
  • Follow road safety practices and regulatory standards
  • Research using historical publicly-recorded documents
  • Read and interpret surveys, metes-and-bounds, and deeds and integrate into GIS mapping
  • Research and abandon public rights-of-way
  • Draft documents for public proceedings and meetings
  • Defining problems, collecting data, establishing facts, and drawing valid conclusions
  • Balance various duties within strict time frames and possibly under pressure.
  • Manage independent and shared projects
  • Communicate effectively verbally, orally, and in writing
  • Follow Department policies, procedures, and regulations covering specific areas of assignment
  • Establish and maintain cooperative work-relationships with supervisors, coworkers, various County Employees, Local Officials, consultants, and the general public
  • Provide effective customer service and patience interacting with people from all backgrounds
 
LICENSE & CERTIFICATION REQUIREMENTS: Valid Texas Driver's License.
 
PHYSICAL DEMANDS AND WORKING ENVIRONMENT: 
Work is performed in both an office and outdoor work environment. The employee may be exposed to outside weather conditions in order to inspect projects, meet with residents, or investigate maintenance requests. The noise level in the work environment is usually moderate in the office setting but may be very loud in outdoor situations. May be required to lift and carry items weighing up to 25 pounds. While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; sit; use hands to finger, handle, or feel; reach with hands and arms. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.DISCLAIMER:
