What are the responsibilities and job description for the Lead Health Clerk position at Brazoria County?
Under general supervision, provides superior customer service to clients and patients, and performs various staff support and technical program activities within the County’s Health Department.
This is an essential duty position in relation to a designated Public Health Emergency and local disasters. During public health emergencies and local disasters, this position will be required to take on additional tasks and work additional hours to meet the needs of the community as it relates to the Health Department.In the event of a public health emergency, you shall report to work if ordered to do so by either of the following officials or positions: (1) District Attorney’s Office (Civil Division), (2) County Judge/Emergency Management Coordinator, (3) Commissioners’ Court liaison or a member of Commissioners’ Court, (4) Director of Public Health Services, or (5) PHEP Program Manager.
ESSENTIAL FUNCTIONS

Essential duties and responsibilities may include, but are not limited to, the following:
- Greets clients; inquires and directs clients to appropriate staff;
- Assists the public by providing information on County health services, including the Immunization Clinic, STD Clinic, Tuberculosis Clinic and the Indigent Health Care Program; refers clients to the WIC Program as appropriate, as well as referring to other community resources.
- For the Immunization Clinic:
- Requests and/or provides patient immunization records; operates a multi-line phone system; answers and directs phone calls.
- Analyzes client immunization records; records and retrieves information using various automated tracking systems.
- Prepares patient packets and provides clients with various documentation for completion for the administration of vaccines; educates clients on the benefits, routines, precautions and risks of vaccines; attends health fairs as requested.
- For the Sexually Transmitted Disease & Tuberculosis Clinic:
- Handles confidential information; registers patients for testing; prepares and cleans the examination room; files forms, consents and related documents.
- For the Indigent Health Care Program:
- Receives and handles confidential information: Receives applications and applicant documents; reviews and processes application for program evaluation.
- For All Staff:
- Be available to assist with a variety of projects including but not limited to: clerical support, special projects, events, etc.
- Time Keeping duties:
- Processes time sheets for all Department staff including: Collecting and organizing time sheets; performs data entry of all timesheet and related information; updates and maintains employee time-related records; makes corrections as directed.
- Interacts with H.R., I.S., and County Auditor’s offices as needed for time-keeping related functions.
- Updates and maintains office files; retrieves documents from filing systems; responds to requests for information and data.
- Collects mail from Health Department mail box daily; opens, sorts and distributes incoming correspondence;
- Ensures all office equipment is functioning properly.
- In the absence of nursing staff, receives and properly stores vaccines; maintains logs for recording the daily temperature of refrigerators and freezers containing vaccines.
- Gathers and boxes various records and documents for long-term storage as directed.
- Attends and participates in meetings and conferences as required.
- Performs word-processing duties.
- Maintains department website (in conjunction with I.S. and Department Director).
- May be required to travel to our other Health Department Clinic location in Alvin, Lake Jackson, Pearland and Brazoria to a receive or provide training, or fill-in, as needed.

MINIMUM QUALIFICATIONS
Education, Experience and Training Guidelines:
High school diploma or equivalent; AND a minimum of three years of recent computer and staff support experience required; Experience with modern office practices, procedures and equipment, as well as recent experience with Microsoft Office Suite especially Outlook; OR an equivalent combination of education, training and experience as determined by Human Resources. Some college, work experience in a health care office setting, as well as familiarity with ImmTrac and immunization schedules strongly preferred. Experience with PeopleSoft a plus. *Bilingual English-Spanish (Speak, read and write at fluent/expert level is REQUIRED.)* Notary Public desirable, or must be able/willing to attain Notary Public Certification. Reliable transportation required.
Knowledge of/or ability to quickly learn includes but is not limited to:
- Health Department policies and programs, rules, regulations and documentation.
- County & Human Resource Policies.
- School and child care facility immunization requirements and CDC vaccine schedules including:
- Texas Vaccine for Children’s Program.
- Indigent Healthcare Program.
- STD & Tuberculosis Clinic program.
- Records management principles and practices.
- Data entry principles and practices.
- Principles and practices of timekeeping.
Skill in:
- Maintaining strict confidentiality.
- Flexible, adaptable and with a history of working successfully in a fast-paced environment.
- Communicating effectively, both orally and in writing in both English and Spanish.
- Providing effective customer service in both English and Spanish both on the phone and in person.
- Collecting and verifying information from clients and client documents in both English and Spanish.
- Establishing and maintaining cooperative working relationships with managers, supervisors, co-workers, other county employees, employees, school nurses, physician’s offices, clients and the general public.

LICENSE & CERTIFICATION REQUIREMENTS
Valid Texas Driver’s License and reliable transportation is required.
Notary Public desirable.
