Job Purpose

Assist the TDCJ Program Director in maintaining accuracy of residential procedures. Ensure efficient operations of the residential program according to agency, state and federal laws.


Job Description

  • Perform complex technical assistance work; implement quality assurance utilization review procedures; and respond to inquiries regarding technical program and administrative rules, regulations, policies, and procedures.
  • Assist PREA Coordinator with PREA related occurrences to ensure compliance with all PREA procedures.
  • Assign client bed placements and ensure bed placements are in compliance with PREA regulations.
  • Conduct initial and 30 day PREA risk assessments for all clients. Ensure 100% compliance with risk assessment deadlines, assigning additional staff as needed to conduct assessments in order to ensure 100% compliance.
  • Conduct initial and follow up training for TDCJ program staff to ensure staff are well prepared to properly implement the rules, procedures, and regulations of the program.
  • Observe staff tasks and processes to identify areas of weakness and implement re-training as needed.
  • Facilitate communication regarding staff relates and conduct internal investigations as needed.
  • Prepare, edit, track, distribute, and respond to all grievances as referenced in the agency grievance procedures. Oversee the grievance process to ensure all grievances are logged and processed in an organized and timely manner in accordance with established grievance procedures.
  • Assist in monitoring, reviewing, interpreting, and evaluating quality of services; assist in compiling and analyzing data and preparing reports; and make recommendations for improvements to treatment services.
  • Prepare, edit, and distribute correspondence, reports, forms, and other documents; prepare, interpret, and disseminate information concerning agency programs and procedures; and develop, coordinate, and maintain record keeping and filing systems.
  • Assure compliance in all areas as required by state funders and licensing agencies.
  • Perform any other duties as assigned by the TDCJ Program Director or Executive Director.


Qualifications, Skills, and Requirements

Qualifications

  • Graduation from an accredited high school or GED required. Bachelor’s degree preferred from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation or by the United States Department of Education. Major course work in Criminal Justice, Psychology, Social Work, Behavioral Science, Public Health, or related field preferred. Each year of experience as described below in excess of the required two years may be substituted for a year of college on a year-for-year basis.
  • Two (2) years full-time, wage-earning experience in substance abuse treatment, behavioral health, health care facility, quality assurance, or related field.
  • Prefer an individual with a current valid licensure as a Licensed Chemical Dependency Counselor (LCDC) in the State of Texas, current valid certification as a Certified Criminal Justice Professional (CCJP) by the Texas Certification Board of Addiction Professionals, or current valid Qualified Credentialed Counselor (QCC) licensed to conduct counseling in a treatment environment.

Preferred Knowledge, Skills, and Abilities

  • Knowledge of applicable state and federal laws, rules, regulations, and statutes.
  • Knowledge of documentation standards, techniques, modalities, and systematic approaches to alcoholism and chemical dependency, addiction, co-dependency, and related disorders.
  • Intermediate to advanced skill in Microsoft Word and Excel, and overall computer proficiency.
  • Skill to communicate ideas and instructions clearly and concisely.
  • Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
  • Skill to interpret and apply rules, regulations, policies, and procedures.
  • Skill to write professional reports, using and interpreting data, and demonstrating professional technical writing skills, free of grammatical errors.
  • Skill to effectively train employees individually and in a group setting.
  • Ability to develop effective training materials.
  • Ability to manage time effectively and plan work in order to meet established guidelines.
  • Ability to prepare and maintain accurate and organized records, files, and reports.
  • Ability to take initiative and work independently.
  • Ability to convey requirements in a constructive and professional, but authoritative manner.
