ABOUT US
The Major Bridges P3 Initiative is part of the PennDOT Pathways Program, which is designed to bolster PennDOT’s ongoing effort to address the state’s growing backlog of replacement and rehabilitation needs for major bridges that are approaching the end of their useful life. By allowing for the use of a P3 delivery model, PennDOT will be able to replace or rehabilitate major bridges around the state more quickly, achieve significant savings for taxpayers, and minimize the impact on the traveling public.
The purpose of the Pennsylvania Major Bridges Project is to deliver infrastructure improvements focusing on the rehabilitation and replacement of nine major bridges (and associated roadways) across the Commonwealth. Upon completion, it is estimated to be over $2B.
The Bridging Pennsylvania Constructors team is led jointly by S&B USA Construction and FCC. The consortium members have a 20-year-long track record of successful project delivery with PennDOT, having worked in all PennDOT districts.
POSITION SUMMARY
Lead for all QC operations except structures, coordinate weekly and daily with superintendent and PM on staffing outlook and gaps. Coordinate daily with Contractor and IQF (supply a daily QC report, plus other required documents). Perform a variety of quality control engineering and inspection work, applying the principles and standards of Quality Assurance/Control.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Assist in the development of written quality assurance/quality control inspection procedures and may review other departments' procedures for compliance with quality control requirements.
- Oversee testing activities and reviewing of test reports for assigned activities.
- Oversee non-conformance reporting and support resolution of those reports.
- Maintain records associated with inspecting activities to verify conformance to applicable instructions, procedures, and drawings.
- Place hold and acceptance tags on completed or incorrect work activities.
- Inspect, accept, and/or reject work performed in an assigned discipline in compliance with applicable codes and specifications.
- Inspect, accept, and/or reject work performed in a particular discipline in compliance with applicable Codes and/or Discipline can be civil, structural, electrical, mechanical, or piping.
- Conduct screening of completed QC inspection checklists and documentation/signoff checklists for completion and accuracy.
- Generate Corrective Action Requests (CARs) for non-conformances identified through QC activities. Track CARs through closure.
- Perform inspections (may include NDE) and witness tests as the work occurs and is deemed complete.
- Prepare reports and quality records in compliance with the project specifications.
- Coordinate areas of QC work with other departments’ work, e.g., start-up, engineering, process, etc.
- Perform system verification on completed systems to ensure correct installation per design specifications.
- Responsible for safe working conditions within their assigned area of authority through the execution of the corporate safety procedures and adherence to established safe practices.
- In addition to primary duties, responsible for the understanding, execution, and enforcement of corporate quality standards within their assigned area of authority by identifying potential problems early and ensuring the project and company’s quality commitments are met.
- Assume additional responsibilities or assignments per supervisor.
EDUCATION, SKILLS & QUALIFICATIONS
- Bachelor’s degree plus 5 years of construction experience, with at least 3 years of inspection/Quality experience.
- Basic knowledge of Quality Control inspection standards, procedures, and applicable codes required.
- Experience in bridge and structural components.
- Experience with and knowledge of PennDOT construction specification PUB 408, PUB 19, BC and RC standard drawing, Field and Laboratory Testing manual.
- Experience in at least one PennDOT job as an inspector, QC, engineer, or manager is strongly preferred.
- NICET Level III in Highway Construction Inspection, ACI, and NECEPT Concrete certification.
- Valid Driver's License.
PHYSICAL DEMANDS
- Must be able to remain in a stationary position for long periods.
- Requires driving occasionally for up to 2-5 hours.
- Requires working in outdoor weather conditions.
- Minimum physical exertion such as walking, lifting, standing for long periods, bending, or reaching may be required.
- Requires visual ability to perform tasks: preparing and analyzing data, plans, drawings, outlines, viewing a computer, and extensive reading.
- Requires the ability to physically operate standard office equipment i.e., laptop, phone, keyboard, mouse, etc.
