Job Description
Network Infrastructure Manager IV
Portfolio Director: directs the work and long-term strategic planning activities for one or more service portfolios in the Office of Information Technology. This position is responsible for business relationship management, service portfolio management, project oversight, and financial/demand management activities within assigned portfolios. This includes partnering with stakeholders and customers to learn, document, and plan the roadmap and future of OIT services in support of the mission and aims of the university. It includes responsibility for the strategic, financial, and tactical fit of solutions provided to OIT customers and stakeholders to accomplish their strategies and goals. It ensures that architecture and service management for the portfolio(s) meet high standards of quality and effectivity. Each portfolio may include dozens of IT services and service offerings, and this position is responsible for the overall performance of the portfolio. This position has potential CES-wide implications, and may requires extensive coordination with personnel at BYU, BYU-Hawaii, BYU-Idaho, Ensign College and/or BYU-Pathway.

Systems Director: Proposes, develops, and delivers Oversees architectural designs of IT applications and systems. Aligns technical direction with enterprise/organization structural plans, industry trends, and strategic plans. Leads in enabling IT engineering and development teams to meet CES architectural vision and strategic objectives. Influences and facilitates in the analysis, design, and development of technical solutions for BYU Office of IT, BYU campus departments and Church Educational System (CES) institutions.

- Leads, supports, and influences the achievement of the mission, goals, and objectives of BYU and the CES institutions
- Drives development of strategic technology architecture of large-scale, enterprise-wide information systems for BYU and CES institutions, ensuring alignment with long-range strategy and IT objectives
- Deeply understand the business processes and needs the portfolio(s) support
- Clearly translate the business needs into technology requirements
- Engage with partners to identify needs and opportunities
- See the big picture and understand the finer points of planning, analytics, data, and process
- Provide guidance, advice, and input into the university’s ability to realize its strategies
- Influences business strategy by explaining the functions and capabilities of the architecture to campus technical groups, business customers and leadership
- Create and adapt methods/processes to the changing environment/needs
- Bring best practice IT portfolio management to OIT and use it to lead team and work efforts
- Give examples, present different scenarios, use data and facts to back up decision-making, use influence and negotiation to produce a portfolio plan and roadmap that works in everyone’s interests within existing constraints.
- Demonstrate and lead organizational change management relative to the strategies and roadmaps included in the managed portfolio(s) to ensure successful progression towards goals and deadlines
- Regularly interface with resource directors and core support directors to ensure excellent portfolio performance and customer satisfaction
- Report on the current and future state of portfolios with appropriate IT councils
- Develops plans for migration of technologies to support necessary future architectural directions
- Forecasts long-range architectural challenges, strategies, and solutions
- Develops plans and architectural patterns to facilitate the integration of information systems across BYU departments and CES institutions
- Produces artifacts, diagrams, and documentation that enables IT teams to meet architectural standards
- Provides mentoring and training for part-time employees, developers and engineers to help them understand the architecture and use it successfully
- Leads in setting development and engineering standards
- Develops and harvests reference architectures from across the enterprise and prepares for broader institutional adoption and standards development
- Portfolio Strategy Formulation: establishing appropriate strategies and initiatives for assigned portfolio(s), determining service direction, and creating proposals for funding sources, product roadmaps, and budgets; tracking and responding to industry trends, opportunities and threats
- Monitor financials, operating performance, and customer satisfaction with services provided by the portfolio(s)
- Analyzing, prioritizing, and presenting usage statistics, deficiencies, and enhancement requests as supporting information for future improvements and strategies
- Analyze results, strengths and gaps in architectures utilized and/or products and services delivered
- Regularly publish service and portfolio roadmaps that achieve desired outcomes
- Create projects/programs in line with roadmaps, request resources, and provide nominal oversight of project/program activities
- Heed the counsel and recommendations of the portfolio’s service manager, technical architect, and business architect in support of portfolio objectives and strategy
- Performs the engineering and integration of defined IT architectures; develops plans, code, and structure to implement technologies to support necessary future directions
- Designs and develops plans to integrate systems with other technologies and systems for BYU and CES institutions
- Facilitates the analysis, design, and programming of viable solutions to high complexity business problems
- Conducts modeling and thorough assessments of complex IT solutions
- Performs root cause analysis, reviews, and assists in resolving vulnerabilities in applications or systems
- Facilitates in preparing the budget for the design and execution of IT solutions
- Suggests improvements to existing systems that would minimize maintenance costs
- Regularly collaborate with stakeholders, customers, university departments, core support, and resource teams in a proactive manner
- Adapt and flex communication style as needed to build effective and productive relationships with individuals at all levels of the university
- Convey information about the portfolio and provide input to annual resource planning, ensuring that business priorities and needs are addressed
- Resolve escalated issues as identified by their customers, their department, or the cross-functional team
- Act as the primary contact point for all requests associated with the portfolio and its associated services. This includes requests to modify services in any way.
- Manage service managers, technical architects, and business architects as needed
- Provide nominal oversight over projects/programs within the portfolio
- Regularly collaborate with other directors and leaders on team performance
- Department and portfolio budget preparation, authorization, and monitoring/controlling expenditures
- Align skills of team member with assigned responsibilities; prioritize and balance workload across team members
- Look at future needs for technical and business skills and develop employees’ skills to meet those needs
- Develop and coach employees:
- Lead the education of project and service managers in quality business processes
- Counsel with employees regarding technical and business training needs, professional development, and career planning
- Coach and mentor lead project and service managers regarding managing and developing their employees
- Address performance concerns, resolve conflicts, and discipline when needed; consult in decisions regarding hiring, disciplinary action, and termination
- Helps establish standards for purchasing, evaluation, configuration, and training of third-party information systems technologies
- Monitors the set of BYU and CES standards for compliance with industry standards and trends
- Maintain and increase expertise through conferences and training sessions
- Researches technical architectures, patterns and emerging trends
- Follows industry trends, technology changes, and innovation: studying technical publications, blogs, and other documentation
- Evaluates and recommends emerging technologies and influences technical designs
- Seeks out new technologies that have value to the organization
- Conduct technical innovation research
What Qualifies you for this role
- A Bachelor’s degree is required for this position, or an equivalent combination of education and experience from which comparable knowledge and abilities have been acquired.
- Requires a minimum of ten years extensive experience and in-depth understanding of IT processes and portfolio management including investigation, enhancement, design, delivery, implementation, and support.
- Requires five years of in-line leadership and management of personnel.
- Experience managing technical organizations, implementing quality initiatives within organizations, and leading change initiatives in challenging environments; experience in related managerial capacities including financial management and human resource responsibilities.
- Master’s degree and experience of working in a higher education IT environment
- Certification in a portfolio management discipline
- Industry standard engineering or architecture certifications, such as AWS Certified Solutions Architect, TOGAF etc.
