JOB DESCRIPTION: STRTP Program Administrator
Reports to: Executive Director

Summary
The Administrator is the agency's designated person who coordinates all agency contracts for the assigned facility; assesses facility operation and programs for the assigned facility and reports to the Board of Directors with recommendation to address any identified problems; responsible for fiscal control of the facility and preparation of facility budget and management of facility expenditures; collaborates with Board of Directors in developing long range planning and facility expansion plans; represents facility to all professional affiliations and community groups; serves as designated administrator to receive any documents from State and Local agencies, including reports of inspections, consultations, accusations and civil and administrative processes; reviews complaints made by minors or their authorized representative(s) as specified in Section 87072 and decides upon the appropriate action to be taken to handle or resolve the complaints; responsible for management of personnel system and attendant documentation, benefits and policies including recruitment, appointment, supervision, evaluation and termination of staff; responsible for development of plan for orientation, program planning, staff training and development and management.
Essential Duties and Responsibilities include the following (Other duties may be assigned):
● Acts as Chief Executive Officer of the Agency; is responsible for the day-to-day operation and functioning of the Agency; is responsible for developing and overseeing Agency policy and procedures; is responsible for ensuring that Agency policy and procedures are correctly implemented, followed and maintained.
● Is the Agency's designated person who coordinates all Agency contracts; represents Agency to all professional affiliations and community groups; liaisons to Community Care Licensing.
● Assesses Agency operations and program(s) and reports to the Board of Directors with recommendations to address any identified problems.
● Responsible for fiscal control of Agency and preparation of Agency budget and management of Agency expenditures.
● Collaborates with Board of Directors in developing long range planning and Agency expansion plans.
● Serves as designated administrator to receive any documents from State and Local agencies, including reports of inspections, consultations, accusations and civil and administrative processes.
● Keeps current of laws and/or regulations effecting Agency (i.e., changes in: child care and child care provider laws and requirements; family law; child Welfare and Institution Codes; Title 22 regulations; Mental Health regulations; etc.).
● Reviews complaints made by children or their authorized representative(s) and decides upon the appropriate action to be taken to handle or resolve the complaints.
● Responsible for management of personnel system and attendant documentation, benefits and policies including recruitment, appointment, supervision, evaluation and termination of staff.
● Responsible for development of plan for orientation, program planning, staff training, development and management; may conduct staff training as required.

Qualifications

Education/Experience:
● Have a master's degree in a behavioral science from an accredited college or university, plus two years of employment as a social worker, as defined in section 80001 (s)(4), in an agency serving children or in a residential congregate care program for children.
● Have a bachelor's degree from an accredited college or university, plus at least three years administrative experience or supervisory experience over social work, direct care and/or support staff providing direct services to children in an agency or in a community care facility with a licensed capacity of six or more.
● Have completed at least two years at an accredited college or university, plus at least five years administrative experience or supervisory experience over social work, direct care and/or support staff providing direct services to children in an agency or in a community care facility with a licensed capacity of six or more.
● Be a qualified and certified group home administrator prior to January 1, 2017.
Computer Skills:
● To perform this job successfully, an individual should have knowledge of Microsoft Office (Word, Excel, PowerPoint, etc.) software.
Certificates and Licenses:
● Current State of California Group Home Certificate along with certification for administration of an STCTP
Supervisory Responsibilities:
● Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
● Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
The Program Administrator must be at least 21 years of age. All candidates considered for hire must present evidence that he/she is physically capable of handling the job requirements and meets all of the minimum job qualifications. All certifications and credentials shall be verified by administration prior to hire.
Salary is based on experience.
