After Brightline Florida completed the first passenger rail system connecting Miami and Orlando, Brightline West was formed to connect Las Vegas and Southern California through the nation’s first true high-speed, electric passenger rail system. Reaching speeds of more than 186 miles per hour, this 218-mile high-speed rail service will take passengers from Las Vegas to the Greater Los Angeles area twice as fast as the normal drive time.

SUMMARY

We are looking for an experienced Construction Manager to join our Brightline West team for assigned responsibilities at our Southern California Station, a portion of elevated Viaduct and a Parking Garage in Rancho Cucamonga, CA. Responsibilities of this Construction Manager (CM) position may also include early works at two additional locations in Victor Valley and Hesperia. Initially, the CM would work from our regional offices in Ontario, CA until construction commences and on-site offices are established in Rancho Cucamonga, CA. This individual will be responsible for delivering on all aspects of the project's preconstruction and construction activities, with a primary focus on maintaining safety, environmental compliance, labor compliance & DBE participation goals, budget, schedule, and quality. Management responsibilities include but are not limited to architecture, structural, MEPF, interiors, signage, furnishings, lighting, civil and landscaping, etc.

This role reports to the Project Director and entails overseeing all on-site project activities, including work performed by direct contractors, their subcontractors, and other 3rd parties. The on-site duties include coordinating with internal colleagues on project scopes managed under various contract packages. This role will require maintaining regular progress reports for senior management, Brightline West executives and Federal Rail Administration (FRA) Grant Administrators. Coordination with Third-Party oversight for permitting and plan review, inspections & materials testing, special inspection and local public and transportation agencies. This role will also focus on maintaining communications with adjacent property owners (Metrolink, City of Rancho Cucamonga, and others) on minimizing impacts to their operations and providing consistent advance notice of traffic plans, logistics and safety provisions while maintaining access to the Metrolink platforms, etc. Neighborhood and community relations will also need to be supported within this role.

PRIMARY RESPONSIBILITIES

  • Lead and manage the Brightline West on-site & off-site teams to deliver high-quality support for the entitlement, permitting, and construction processes, within the parameters of the schedule and budget objectives.
  • Closely manage project budgets along with commitments, known cost exposures, and potential risks. Report daily & weekly on project status to the Project Director & Senior VP of Design.
  • Prepare weekly reports on all aspects of the projects and assist in developing monthly reports for the Brightline West Executive team.
  • Work closely with the Brightline West Operations team and Rail/Civil Infrastructure teams to incorporate their requirements into the scheduling and delivery of construction services performed by various contractors.
  • Working with the Project Director and Project Manager(s), assist in developing the remaining RFPs for 3rd Party Plan Review, Special Inspection and Materials Testing along with other Environmental Monitoring and QA/QC items.
  • Assist the selected Design-Builder(s) through the process of completing the design along with document approvals & permitting. Fast-tracking of packages and Enabling/Early Works packages are anticipated to be required on some if not all projects.
  • Track compliance of selected Design-Builder to Project Labor Agreements required to be finalized for each Project.
  • Monitor contractor’s safety and reporting requirements for OCIP and other agencies.
  • Monitor Design-Builder Compliance with all aspects of FRA Grant reporting including but not limited to - adherence to Buy America and meeting or exceeding Small Business (SBE) or minority Business Enterprise MBE) percentages of participation on the Project.
  • Work with Brightline West Operations/Security/IT teams, prepare detailed requirements for the Operating Supplies and Equipment (OS&E) and Pre-Opening procurement budgets. Confirm supporting infrastructure requirements for OS&E and include them in design documents, while managing these internal resources within project budgets.
  • Work with the Brightline West team and outside consultants to develop detailed budgets for Furniture, Fixtures, and Equipment (FF&E) and develop/implement a procurement strategy, including installation.
  • Review and approve consultant and vendor invoices and maintain project filings and record systems.
  • Monitor contractor submittals, RFIs, and the consultant team responses, with a focus on responses being timely and consistent with cost and schedule.
  • Develop detailed Project "close out" and "as-built" processes for final hand-over.

REQUIRED AND PREFERRED EXPERIENCE

  • Bachelor's degree or equivalent experience in Architecture, Construction, Engineering, or similar field.
  • Minimum 10-15 years' experience in managing complex construction projects related to progressively increased responsibility in supervision and project management of both internal and external resources.
  • Proven capability and direct experience managing complex projects over $50M, or multiple projects at $100M concurrently, including overall responsibility for quality, safety, schedule, and budget.
  • Proficiency in Microsoft Office and Microsoft Project, or Primavera P6.
  • Proficiency in Project Management software systems (Aconex or equal).
  • Ability to guide the development, interpretation, and enforcement of contract documents (agreement forms, drawings, specifications, and schedules). A fully coordinated set of contract documents between all design disciplines is a key responsibility of delivery.
  • Ability to source, bid, and negotiate agreements for remaining design or 3rd Party Inspection firms.
  • Ability to manage/negotiate the construction bid/award process, and subsequent change order process with contractors, specifically as it relates to the incorporation of the bid alternates and value engineering assumption from the bid/award process into an updated and fully coordinated set of documents for construction.
  • Strong communication and analytical skills required. Ability to establish relationships with internal subject matter experts related to rail infrastructure integration, station operations, station security, IT integration, branding, marketing, and opportunities to monetize the stations related to potential naming rights and advertising opportunities.
  • Proven capability of managing a team in the delivery of a common objective.
  • Ability to present and report to Brightline West Executives and outside agencies.
  • Prior work experience on transportation facilities with an understanding of Buy America requirements per the Federal Rail Administration a plus.
