The HR Specialist-Operations & Compliance is responsible for updating and maintaining personnel records to ensure the accuracy and integrity of personnel data, and verifying that personnel records comply with internal policies, external regulations, and funder requirements.
Core Responsibilities and Essential Job Functions:
- Reviews and verifies intern and volunteer records, ensuring that all required documents are present and complete, such as required documentation of qualifications, medical screening documents, driver's clearances, background paperwork, etc.
- Reviews candidate materials before on-boarding step and ensures that all clearances, medical information, references, and transcripts are submitted prior to moving to the onboarding phase.
- Approves and processes updates to human resources information system (HRIS) records. Performs regular data audits, resolves data discrepancies, follows-up on missing documentation, and recommends solutions to ensure the accuracy and integrity of HRIS and paper personnel records.
- Assists in scheduling, coordinating, and preparing for audit submissions and assists external auditors with personnel record reviews.
- Facilitates the audit process with programs and the Department of Children and Family Services (DCFS) to ensure audits are completed in a timely manner.
- Serves as the secondary point of contact with the Department of Children and Family Services (DCFS) regarding the background clearance screening process for all employees, volunteers, and interns. Submits all background clearance forms and summary reports to DCFS; follows-up on pending clearances when necessary; coordinates the disposition process for “hits” on background checks; notifies appropriate staff when clearances are received; and coordinates the reprint process in compliance with internal policies and standards, external licensing regulations, and funder requirements.
- Serves as the organization point of contact with Chicago Public Schools (CPS)/Biometric Impressions fingerprint authorizations.
- Completes Verifications of Employment and Public Service Loan Forgiveness forms.
- Completes monthly DCFS report of persons employed.
- Creates reports to meet management needs, responds to data requests, and prepares reports to fulfill regulatory reporting requirements.
- Responds on a timely basis, either directly or by delegation, to internal and external employee and/or employee-related requests.
- Monitors department email and fax machine and responds to communications or forwards messages to appropriate staff for response.
- Coordinates submission and retrieval of personnel records from storage facility.
- Assists with checking job descriptions to ensure that qualifications meet all applicable standards.
- Provides back-up for Human Resources Associate, as assigned.
- Provides administrative support for the Human Resources management staff as needed, including special projects.
- Serves as the point of contact for vendors working with the HR Department
Candidate qualifications:
- A High School diploma or equivalent required.
- A minimum of 5 years of Human Resources or program compliance experience from which comparable knowledge and skills have been acquired, required.
- Demonstrates an understanding of local, state, and federal laws pertaining to fair employment practices preferred.
- Demonstrates knowledge of the Department of Children and Family Services licensing standards preferred.
Job details:
- Compensation: Salary Range $55k-$57k; offer is commensurate with experience. The salary range provided represents our current estimate for this role at the time of posting and is subject to change. The final salary will be determined based on a range of factors, including but not limited to, a candidate's relevant experience, education, qualifications, skills, certifications, and alignment with organizational needs. We are dedicated to fair and equitable compensation practices and are committed to fostering a diverse workforce while providing equal opportunities for all candidates.
- Benefits: Medical/dental/vision insurance, 3 weeks paid time off in the first year including the week between Christmas and New Year’s Day (PTO increases with tenure); 11 paid holidays, supplemental insurance options, 401(k) with match (more benefits details here).
- Location: Hybrid; Must be within reasonable driving distance to Chicago and available to work from home office at 200 West Monroe Street (downtown Chicago loop).
- Schedule: Full-time, salaried; regular business hours with remote flexibility 1-2 days/week. Occasional local and/or statewide travel.
- Student Loan Forgiveness: Brightpoint is an approved agency for Public Service Loan Forgiveness (PSLF).
