Licensing Specialist
The Licensing Specialist is a crucial role in the recruitment of Foster/Adoptive Parents. The individual will develop territories, increase target populations, create sales plans, build relationships with potential candidates, and raise awareness of the need for caregivers in the community.
Responsibilities:
- Cordinate and participate in recruitment and awareness activities to attract prospective foster/adoptive parents and build community relationships
- Develop and implement strategic recruitment plans to attract qualified candidates while maintaining a pipeline of active and passive candidates
- Respond to foster parent inquiries within 24 hours via phone
- Design strategies to support general, targeted, and child-specific recruitment and marketing efforts
- Maintain knowledge of agency and state licensing requirements and ensure foster parents' compliance with regulations
- Assist with the certification process, including documentation completion
- Evaluate suitability, safety, and well-being of youth placed in foster homes through interviews, background checks, and home inspections
- Maintain foster parent files according to agency and state regulations
- Support the placement process and matching of youth with foster families based on needs and training levels
- Maintain professional boundaries, confidentiality, and adherence to governmental laws and regulations, agency policy, and licensure ethics
- Attend required meetings, including community meetings, to collaborate with referral sources and providers
- Provide support to treatment teams, including case managers, therapists, foster parents, and youth
- Evaluate the safety and well-being of all youth in care by observing signs of abuse or neglect
- Travel to affiliate locations for recruitment events
- Participate in the implementation of Corrective Action Plans for foster parents
- Provide services respecting each family's and youth's cultural background, heritage, and identity
Requirements:
- Bachelor's degree from an accredited college or university in social work, psychology, childhood education, education counseling, or other human service fields
- Minimum one year of experience in a Child Placing Agency, Department of Family and Children Services, or Non-Profit Agency
- One to two years of experience in Resource Development/Foster Parent Recruitment and Retention preferred
- One year of marketing, fundraising, and event coordination preferred
- One to five years of full cycle recruiting experience in a fast-paced environment
- Complete Tier 1 and Tier 2 State Assessor training and maintain certification
- Demonstrate knowledge of recruiting strategies, including social media platforms
- Strong attention to detail, organization, energy, and positive attitude
- Effective cold calling, lead pursuit, and candidate transformation skills
- Ability to remain client-focused and use independent judgment in problem-solving
- Strong interpersonal, project management, new business development, and client retention skills
- Documented track record of achieving targeted objectives
- Critical thinking skills, intellectual curiosity, and sound business judgment
- Outstanding telephone presence and written communication skills
