Overview
The Regional Business Manager will manage all revenue related processes and controls and related policy. Oversee and perform the month-end closing activities for their regions. Review adjustments and account reconciliations that relate to billed revenue, revenue & cost deferral / amortization, and accounts receivable. Manage accounting for all revenue transactions and prepare related month-end and accounts receivable reports for their regions. Perform writing and review of cost allocation plans. Assist with internal and external monitoring and audits and ensure compliance with federal, state, and local regulations. Assist with proposal, re-bid, and new project budgeting and manage the financial aspects of new projects and contracts. Train new project accountants and assist with project accountant vacancies as needed. Ensure Sarbannes-Oxley Compliance within their control areas.
Responsibilities
Financial Performance and Leadership
Be a business partner and leader for the region
Oversee revenue, associated receivables, and related controls
Oversee analytics and proactively provide strategic input and recommendation for operational activities and key revenue drivers
Support field operations with project proposals and contract structures
Continue to educate and facilitate managers’ understanding on how their operations drive financial results
Timely and Accurate Reporting
Provide reporting to analyze and track revenues, accounts receivables, related expense, and balance sheet accounts for their regions
Hold over 90 day Accounts Receivable calls and prepare associated reports
Ensure Sarbannes-Oxley compliance for their control areas
Lead Ad Hoc requested projects and studies
Improve Operating Performance and Organization Effectiveness
Ensure accuracy and timeliness of invoicing for new and existing projects in their region
Utilize insights obtained in financial analysis to help drive operational decisions and create efficiencies within the business
Develop reports to share with area managers / corporate units to identify areas of opportunities
Assist and review internal and external monitoring reports to promote accuracy of financial reporting
Accounting and Month-End Close
Manage the month-end close process for their regions
Submit month-end adjustments in adherence to accounting guidelines and company policies and be proactive in submitting adjustments throughout the month
Thoroughly review cost allocation plans, expense and revenue coding for appropriate reporting under federal, state, and local guidelines
Work closely with Corporate Accounting and FP&A regarding policy changes and accounting issues
Working Capital Management
Lead AR and collections prioritization processes utilizing other field leadership to drive down AR balances
Assist with monitoring cash flow and achievement of Days Sales Outstanding (DSO) goals
Talent Management
Train and assist project accountants in month-end close, balance sheet, and accounts receivable management
Create opportunities to increase cross functional knowledge via expansion into other areas (i.e. Operations, Strategy, etc.)
Review project accountant work to ensure expansion of knowledge and improved expertise
Continue to expand personal knowledge and provide support to other departments
Qualifications
Bachelor's degree in Accounting or Finance
A minimum of five (5) years related experience
Possess a CPA, MBA, or have equivalent experience in the workforce industry
Experience with automated accounting systems, payroll, budgeting, accounts receivable, and multi-fund or cost accounting
Proven leadership and planning skills
Proven skills in managing and developing others
Ability to proactively drive the assigned projects and reach the preset objectives
Facilitate and practice security and confidentiality of information

Thorough technical decision-making skills
Advanced ability to recognize financial implications of business decisions and strategy
