Reporting to the Vice President / Chief Financial Officer, the System Director of Supply Chain provides leadership to the Supply Chain Management function through the overall planning, direction and management of the department, its policies and procedures and staff. The System Director is responsible for issuing Requests for Proposal (RFPs), conducting supplier negotiations, developing strategic contracts, optimizing GPO relationships and managing critical supplier relationships. Provide appropriate consultative services via written and verbal communications to all levels of management. The System Director promotes and supports Supply Chain Management's overarching strategy across all Bristol Health entities. This position provides direct supervision of purchasing staff, and the Storeroom Supervisor, Contract Specialist and Perioperative Materials Manager positions.

Essential Job Responsibilities :

Strategic Management

  • Develops and implements strategies to ensure the supply of necessary goods and services, and reduce operating costs across all Bristol Health entities.
  • Utilizes data analytics to identify enterprise-level opportunities to achieve cost savings, consolidate the supply base or leverage internal capabilities ("make or buy"). Develops business analysis / ROI to obtain executive leadership approval.
  • Manages Bristol Health's Group Purchasing Organization (GPO) memberships to optimize cost savings, rebates and administrative fee share.
  • Identifies opportunities to leverage GPO suppliers and contracts. Monitors GPO contract compliance and, in partnership with the GPO Relationship Managers, creates improvement plans to address non-compliance.
  • Monitors and stays current on market trends and strategies for medical supplies, healthcare supply chain, procurement, and contracting. Communicates opportunities and risks to executive leadership, recommending action plans to mitigate risks.

Identifies and manages cost savings initiatives

  • Develops annual cost savings targets based on analysis of actionable cost reduction opportunities. Develops strategies to exploit identified opportunities, and achieve projected cost savings.
  • Strategically manages non-labor costs by utilizing all available resources and proven sourcing processes. Engages stakeholders, aligns business objectives, and ensures the availability of high quality goods and services at competitive pricing.
  • Effectively negotiates with suppliers to maximize cost reduction opportunities using internal and external pricing information and performance benchmarks.
  • Develops strong relationships with internal stakeholders and suppliers

  • Establishes credibility and secures internal stakeholder's buy-in to strategic initiatives. Influences internal and external stakeholders, including executive management, to achieve organizational objectives.
  • Collaborates with department leaders to establish supplier measurement KPIs, monitor the performance of key suppliers, develop improvement plans, or terminations, to ensure that organizational requirements are met.
  • Develops and maintains appropriate business relationships with suppliers, distributors and GPOs with respect to their impact on Bristol Health and the management of the contract portfolio.
  • Represents Supply Chain by participating actively in organization committees and task forces.
  • Manages the workflow of the Supply Chain teams

  • Manages policies and procedures for the procurement, contracting materials management and value analysis processes.
  • Identifies opportunities to streamline the processes and operations of the Supply Chain teams while ensuring compliance with all organizational and regulatory policies.
  • Monitors staff performance and productivity to ensure employees are meeting expectations and organizational standards.
  • Coaches and mentors staff to ensure alignment with the organization's C.A.R.E. values. Identifies training and development opportunities for staff to strengthen their key proficiencies and support career growth.
  • Provides evaluations of all staff members using approved job descriptions and organizational policy guidelines.
  • Other duties as assigned.

    Qualifications :

    Educational / Minimum Requirements : Bachelor's Degree required, ideally in Finance, Business Administration or other related field; MBA, MHA or other relevant Master's Degree is preferred.

    Ten (10) years of experience in a supply chain / logistics leadership role. Healthcare industry experience is strongly preferred. Advanced Negotiations skills and Contracting experience required.

    State / Federal Mandated Licensure or Certification Requirements :

    Institute for Supply Management : Certified Purchasing Manager (C.P.M.) or Certified Professional in Supply Management (CPSM), Association for Health Care Resource & Materials Management : Certified Materials & Resource Professional (CMRP) or equivalent required.

    Bristol Hospital Mandated Educational Requirements :

    General orientation at time of hire. Fire / Safety / Infection Control annually. Other programs as mandated by the health system.

    Special Requirements :

  • Experience managing the Supply Chain function.
  • Extensive project management experience, leading cross-functional sourcing initiatives.
  • Proven ability to execute and generate cost reduction improvement.
  • Proven process improvement or Lean Six Sigma experience.
  • Strong fiscal planning and budget management competencies.
  • Proficient with PCs, Microsoft Office, applications, and Procurement / Materials Management systems (e.g. SAP, PeopleSoft, Meditech)
  • Moderate to complex level of financial analysis knowledge including business modeling and problem solving skills.
  • Experience in negotiating pricing, contract terms and conditions including statements of work (SOWs).
  • The ability to formulate and articulate a strategy and business case for the category and build the tactical path.
  • Critical thinking and decision making : The ability to solve complex problems and think through both tangible (holistic supply chain costs) and intangible (future value of supplier relationships) factors in making decisions for the health system.
  • Ability to interpret and ground decisions on solid analytics.
  • Ability to negotiate the best possible terms with strategic suppliers that have a far reaching impact on the health system.
  • Ability to influence internal and external stakeholders, including executive management, to achieve the initiative objectives.
  • Ability to develop relationships and build both a strong direct and indirect sphere of influence.
  • Ability to take ownership, lead and influence to deliver the desired results.
  • Physical Requirements : Position requires ability to occasionally lift light objects. Ability to constantly concentrate on fine detail with interruption and attend to tasks for more than 60 minutes at a time. Individual must be able to understand and relate to theories behind several related concepts and remember multiple tasks given over long periods of time.

    Work Environment : Normal office conditions

    Cognitive Requirements : Strong critical thinking skills; good communication skills, oral and written.
