Business Unit Overview:
Our Global Facilities Operations team is responsible for the safe, sustainable, and cost-effective operation and maintenance of world-class facilities that enable the discovery, development and delivery of innovative medicines that help patients prevail over serious diseases. We deliver safe, effective, and strategically aligned facilities and services around the world. This includes day-to-day operations and maintenance, employee convenience services, laboratory services, and asset and document management. In close partnership with stakeholders to manage the contracts and service agreements for integrated facilities management, and other vendors. Position Summary:
The Senior Director, Regional Facilities Operations & EHS will lead a high-performing EHS and Facilities Operations team utilizing an Integrated Facility Management (IFM) model. As a key member of the Global Facilities Operations (GFO) leadership team, this role will be accountable for ensuring the safe, compliant, and efficient operation of assigned BMS sites. This role will collaborate with senior leaders across Manufacturing, Product Development, EHS, Cell Therapy, R&D, and Real Estate to develop and execute regional site and space strategies that align with business needs. In support of achieving regional objectives, this position will require close collaboration with Capital Project Engineering to successfully deliver the region’s capital plan.
With full accountability for an operating budget exceeding $100 million, the successful candidate will manage the safe, compliant, and reliable operation of facilities ranging from 500,000 to 3.5 million square feet, which include R&D, PD and QC laboratories, CTO manufacturing, office spaces, and a variety of site amenities.
This position will be expected to model exemplary EHS behaviors, cultivate strong communication with stakeholders, and lead the EHS and Facilities Operations teams through change with agility and operational excellence. This is a full-time, on-site position requiring regular presence in the region.
Key Responsibilities:
Regional Strategic Development:
- Develop and execute comprehensive regional site and space strategies that align with BMS business objectives
- Engage with senior leadership across Manufacturing, Product Development, EHS, Cell Therapy, R&D, and Real Estate to ensure site operations are integrated into strategic business priorities
- Act as an ambassador for the region to foster strong relationships with local communities and authorities, delivering timely communication and a positive corporate presence in adherence to local regulatory requirements
- Collaborate with key stakeholders to drive the success of the Integrated Facility Management (IFM) strategy, optimizing space utilization, enhancing operational efficiencies, and driving innovation to support the company’s long-term growth, operational excellence, and risk management objectives
Financial:
- Manage an operating budget exceeding $100 million, overseeing the management of the Region’s IFM contracts and other service contracts (e.g., fitness center, shuttle services, etc.) to ensure they are executed efficiently, on budget, and in alignment with organizational objectives
- Ensure financial decisions support long-term sustainability and strategic growth of the region’s operations
- Uphold the highest standards of financial compliance, ensuring adherence to all BMS financial policies and regulations while reinforcing the company’s commitment to transparency, accountability, and integrity
Facilities Operations:
- Oversee, optimize, and ensure regulatory compliance of critical facility systems including utilities, HVAC, electrical, plumbing, and other infrastructure across R&D, PD, QC labs, CTO, and GPS manufacturing spaces
- Collaborate with Global Capital Project Engineering to successfully deliver capital projects that align with operational needs, strategic objectives, and the company’s long-term vision and goals
- Oversee the performance, compliance, and operational efficiency of multi-disciplinary teams (comprised of internal BMS staff and external service providers including maintenance, HVAC, electricians, cleaning, grounds, security, and other contracted personnel), ensuring that all facilities operate in a safe, compliant, and efficient manner, particularly in areas with potential GMP impact
- Drive operational excellence across all site and utility operations to enable regional facilities support, prevention of business interruptions, and achievement of the highest performance standards
- Ensure effective delivery of soft services across the region including pest control, space planning, catering, groundskeeping, and housekeeping
- Ensure facility conditions are conducive to a positive and productive work environment, supporting employee wellbeing, satisfaction, and overall productivity
- Collaborate with the Global Real Estate team to execute facility openings, closures, and moves, ensuring that these transitions are aligned with strategic business goals, completed on time, and within budget
- Collaborate with the region's Facilities security team to maintain a secure and compliant environment
EHS:
- Lead the region’s EHS team, ensuring all assigned facilities operate in compliance with environmental, health, and safety standards. This includes the strategic development, implementation, and enforcement of robust EHS programs, protocols, and best practices designed to safeguard employees, visitors, and the environment
- Champion sustainability initiatives, leading efforts to minimize the environmental impact of facility operations and advancing Bristol Myers Squibb’s broader sustainability objectives
General & Leadership:
- Provide strategic leadership to both the Facilities Operations and EHS teams, overseeing daily operations while driving a culture of operational excellence, accountability, and continuous improvement
- Foster alignment between both GPS and non-GPS organizations and serve as a key driver of a unified vision for facility operations across the global facilities operations network
- In alignment with organizational goals, develop and execute KPIs and dashboards to measure progress
- Up to 10% travel for site visits and training/testing exercises
Qualifications & Experience:
- Bachelor’s degree in engineering strongly preferred. Related technical degree with hands-on utilities operations experience considered. MBA is beneficial.
- 12 years of progressive experience in facilities management, operations, and EHS leadership, with at least 10 years in a highly regulated pharmaceutical or GMP environment.
- Proven expertise in the operation and management of complex facilities systems including boilers, steam systems, co-generation plants, HVAC, water treatment, electrical distribution, compressed air, refrigeration, and other critical infrastructure.
- Demonstrated experience in leading teams responsible for designing and implementing EHS programs within pharmaceutical or similar highly regulated environments, with a strong focus on compliance, safety, and sustainability.
- Track record of delivering high-impact results in dynamic, fast-paced, and highly regulated environments, particularly in the pharmaceutical or life sciences sectors.
- Extensive experience managing large operational budgets exceeding $100 million, with a demonstrated ability to drive financial performance while maintaining operational excellence.
- Comprehensive experience leading and optimizing maintenance organizations, including overseeing planning, scheduling, work prioritization, CMMS (Computerized Maintenance Management Systems), documentation, work order management, MRO (Maintenance, Repair, and Operations), and reliability-centered maintenance practices.
- Expertise in executing and managing operations within an Integrated Facility Management (IFM) model, ensuring seamless integration and collaboration across various facility functions (maintenance, security, custodial services, etc.) to drive efficiency and performance.
- Proven leadership experience managing large, cross-functional teams, both direct and indirect, with the ability to foster a culture of accountability, high performance, and continuous improvement.
- In-depth experience with maintenance safety programs, including but not limited to lockout/tagout, confined space entry, machine guarding, and other relevant safety protocols, ensuring full compliance with regulatory standards and company policies.
- Deep knowledge and hands-on experience in navigating and ensuring adherence to GMP, FDA, and other relevant regulatory requirements for facility operations, utilities, and EHS programs.
- Strong expertise in facility and employee experience management, including the delivery and oversight of soft services (e.g., food services, housekeeping, pest control, amenities, etc.), ensuring an optimal environment for employee wellbeing, satisfaction, and productivity.
