Qualifications:
1.Minimum of a Bachelor’s degree from an accredited institution in finance, accounting, business management, or a related field
required.
2.Advanced graduate studies in finance, accounting or business management preferred.
3.Certification or eligibility for certification as a School Business Administrator from the Massachusetts Department of Elementary
and Secondary Education.
4. Certification or eligibility of certification as a Massachusetts Certified Public Purchasing
Official (MCPPO) from the Office of the Inspector General, Commonwealth of Massachusetts.
5. Seven (7) or more years of successful experience in school and /or municipal finance.
Scope of Responsibility:
The Chief Financial Officer will oversee all financial operations for Brockton Public Schools, ensuring fiscal accountability, strategic budget planning, procurement integrity, and efficient operations. This role combines leadership, strategic management, and hands-on involvement in accounting, accounts payable, procurement, and financial planning.
Essential Responsibilities:
•Responsible for the leadership, direct supervision, financial and staffing management of the Finance Office (including Accounts
Payable and Receivable, Accountants, Grants and Budget and Procurement staff), Payroll Office, and Food Service Program of
the Brockton Public Schools.
•Ensure compliance with all federal, state, and local financial regulations, including school finance laws and grant requirements.
•Serve as the primary financial advisor to the Superintendent and the School Committee providing strategic insights and
recommendations on financial matters.
•Coordinate and supervise the development of the annual budget for the Brockton Public Schools.
•Monitor budget performance, ensuring expenditures align with allocated resources and make data-driven adjustments to ensure
financial stability and sustainability. Develop, implement, and monitor long-term financial strategies to support the mission and
goals of the Brockton Public Schools.
•Oversee the preparation and presentation of financial reports, budgets, and forecasts to internal and external stakeholders.
•Manage the District’s audit process, ensuring compliance and addressing findings effectively. Maintain proper internal controls.
•As per M.G.L. Ch. 30 B, the Uniform Procurement Act, coordinate the preparation of all bid/proposal specifications; oversee the
analysis and evaluation of all bid/proposals; submit recommendations for the award of bids/proposals to the Bid Review
Subcommittee and then to the Brockton School Committee for award of contracts; supervise and oversee the development and
completion of all contract documents. Oversee the distribution for all goods, services, and equipment, procured by the Brockton
Public Schools, in accordance with all applicable local ordinances, and state and federal laws and regulations. Develop and
finalize all preventive maintenance agreements for equipment and rental/leasing agreements for equipment and real/property.
•Work with the Superintendent of Schools, the leadership team, the Brockton School Committee, the staff of the Brockton Public
Schools, the Office of the Mayor, City Chief Financial Officer, City Auditor, and City Treasurer/Tax Collector in matters relating to
the fiscal aspects of the Brockton Public Schools and its annual budget.
•Serve as treasurer of the Brockton Educational Foundation.
•Serve as secretary to the City of Brockton New School Building Committee and vote on behalf of the Superintendent of Schools
in his/her absence.
