Organizational Overview
Under supervision of the Chief, the BNL Fire Rescue Fire Captain supervises union personnel including one Fire Lieutenant and 7 Firefighter/EMTs engaged in emergency response to fire, administering medical care, working with hazardous material incidents, and performing specialized rescue operations. The Fire Captain is responsible for Incident Command (IC) functions during emergencies and acts as the BNL Emergency Director (ED). The Fire Captain prepares work schedules and sets priorities by coordinating the activities within the Fire Department on an assigned shift.
Position Description
- Provide overall leadership, strategic direction, personnel development, and oversight to ensure full implementation of all shift responsibilities, accomplishment of all shift objectives and satisfaction of all customers.
- Serve as Incident Commander.
- Coordinate and respond to concerns of the Group presented by employees or the Shift Steward of the IBEW.
- Provide strategic and tactical input into the overall Group vision, mission and planning and executing assignments from the Fire Chief.
- Motivate, lead, and develop the skills of the assigned shift personnel.
- Represent BNL interests as appropriate to federal, state, and local government officials, fire departments, special interest groups, the community, and the general public, as directed by management.
- Respond to assessments and audits within assigned coordinating duties as directed by the Fire Chief.
- Engage the Fire Chief, management, and staff in meeting ES&H standards and in developing the procedures required to meet those standards.
- Directs the day-to-day assignment of fire safety inspection of BNL facilities and fire safety equipment.
- Effectively communicate and interface with the U.S. Department of Energy, state and local response agencies, and other DOE contractors.
- Serves as a member of the Emergency Response Organization.
- Coordinates with laboratory wide emergency planning activities to provide a seamless integration of activities.
- Assists the Deputy Chief with the implementation and delivery of the annual firefighters training plan.
- Serve as the Incident Safety Officer.
- Provide vacation and sick coverage to shift Captains as needed.
- Issue daily hot work permits in accordance with NFPA 51B and SBMS
Position Requirements
Required Knowledge, Skills and Abilities:
- Associates degree in fire science, business management, public administration, closely related field, or equivalence of qualifying experience basis on 2:1 (experience / college) years.
- Ten (10) years professional responsible experience in fire prevention and fire suppression.
- Five (5) years supervisory experience in a fire department.
- Fire Officer I NYS OFPC certification or equivalent. *
- Fire Service Instructor I NYS OFPC certification or equivalent. *
- Incident Safety Officer OFPC NYS certification or equivalent. *
- Hazardous Material Response (Technician Level)
- Emergency Medical Technician (EMT-B)
- NIMS certification of Incident Command System ICS 100/200/300/700/800
- Extensive knowledge of the following:
- Firefighting
- Rescue
- Fire Protection
- Emergency Preparedness
- Bargaining Unit Relations
- Demonstrated leadership and interpersonal skills.
- Ability to communicate concisely and effectively, both orally and in writing, with all levels of management, employees, guests, and representatives of regulatory agencies is required.
- Knowledge and understanding of emergency management principles and the integration of the fire department in the site emergency management program.
- Ability to manage personnel and make decisions under both routine and emergency conditions.
- Proficiency in managing and operating a specialized emergency organization.
- Capable of interacting with all levels of management.
- Demonstrated experience and proficiency in developing and delivering technical presentations.
- * New York State Office of Fire Prevention and Control (NYS OFPC) Or equivalent would be from IFSAC (International Fire Service Accreditation Congress) or Pro Board.
Preferred Knowledge, Skills and Abilities
- Firefighter II NYS OFPC certification or equivalent. *
- Fire Officer II NYS OFPC certification, or equivalent. *
- Fire Service Instructor II NYS OFPC certification or equivalent. *
- A working knowledge of DOE requirements, in particular, DOE Order 420.1C, Facility Safety and DOE Order 151.1D, Comprehensive Emergency Management.
- A bachelors’ degree in fire science or closely related field is highly desirable.
- Environmental, Health, and Safety Requirements
- Ability to pass a physical.
- Standing, bending, and lifting, up to 50 lbs.
- Continuous walking/standing.
- Visually demanding work.
- Heat Stress/Hot environmental conditions.
- Ability to work in confined spaces.
- Use of a respirator and other related safety equipment.
- Ability to wear proper PPE such as safety glasses, safety shoes, and hearing protection.
Other Information
- This position is subject to 24 hour on-call in the event of any emergency and may require irregular work hours.
- Candidate must have the ability to respond to BNL within one hour of notification during an emergency event.
- This position is subject to some travel.
