General Statement of Duties

Under the direct supervision of the Swiftel Operations Supervisor, this position is responsible for providing the technical knowledge, capability and leadership to design and maintain a quality, progressive Internet service for our customers. Work with Internet systems and network design, development, analysis and integration. Support the mission statement of Brookings Municipal Utilities.

Typical Duties and Responsibilities

  • Plans, organizes, and directs the work efforts of Internet department personnel. Assists with personnel actions such as hiring, evaluating, promoting, disciplining, or terminating employees.
  • Oversee and coordinate the maintenance of Internet Service Provider (ISP) platforms, including maintenance on all hardware and software used to support the ISP.
  • Design, configure, and maintain network infrastructure, including routers, switches, firewalls, and servers.
  • Actively participate and lead internet personnel in the research, testing, development, and implementation of security standards for hardware and software systems applications used in providing a secure and reliable Internet service to our customers.
  • Design and perform Capacity Planning and Analysis on the Internet network and systems. Recommend appropriate changes to maintain service quality and provide network growth. Assist in the continuous process of planning and designing future system upgrades and changes.
  • Oversee and perform the work related to regulatory reporting requirements.
  • Provide technical expertise and leadership while coordinating projects and delegating tasks to the Internet support staff.
  • Handle escalated customer support issues to troubleshoot issues, resolve service problems, and foster strong customer relationships.
  • Manage and allocate resources effectively, balancing workload and capacity to optimize team performance.
  • Assess training needs and recommend company sponsored training opportunities.
  • Work directly with other departments to assist in the evaluation of new equipment or software as needed for business operations.
  • Develop policies and procedures for work done within the Internet department and initiate periodic review to ensure optimal operation within the department. Maintain documentation of network configurations, procedures, and policies.
  • Keep current on industry trends and advances in technology. Make recommendations on the use of these advances.
  • Maintain effective and professional communication with leadership, department colleagues, and other employees to effectively execute company objectives.
  • Perform other duties as assigned.

Minimum Qualifications

To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and / or ability required.

  • Bachelor’s degree in computer science, information technology, or other related field with 10 years related experience across a wide array of information technology domains. An acceptable combination of education and related experience will be considered.
  • Advanced knowledge of Internet Protocol systems software such as DNS, DHCP, Email services, Web hosting, PHP, Database, LINUX and Windows. Proven network administration and design is preferred.
  • Advanced knowledge of application of network policies and cybersecurity related technologies such as firewalls, intrusion detection systems, email security, DNS security and other security applications.
  • Efficiently prioritize, delegate, and manage tasks to meet deadlines, make informed decisions, and ensure timely completion according to industry standards.
  • Must possess strong analytical and problem-solving skills.
  • Certification, Testing and Examination

  • Possession of a valid driver’s license.
  • Other such testing as deemed necessary by Brookings Municipal Utilities / Swiftel.
  • Physical Demands

  • Must have the ability to see and read detailed technical information, diagrams, and small components.
  • Prolonged periods of standing, sitting and working at a computer workstation.
  • Frequent use of hands and fingers to handle, operate, and repair network equipment and tools.
  • Ability to hear and understand verbal instructions and communications, including the ability to distinguish between different types of network alarms and signals.
  • Ability to move around the office and various work sites, including occasionally climbing ladders, stairs, and accessing confined spaces.
  • Occasionally required to climb or balance; stoop, kneel, crouch, or crawl.
  • Occasionally lift and / or move up to 50 pounds.
  • Work Environment

  • While performing the duties of this position, the employee works in an indoor office environment. Occasional exposure to outside weather conditions when traveling between various company locations.
  • Normal indoor conditions of heat, humidity and dust.
  • Position involves regular contact with other employees, members of the public and direct engagement with customers.
  • The noise level in the work environment is usually minimal.
  • Typical Performance Requirements

  • Employee is expected to meet performance standards communicated by the supervisor.
  • Employee is required to adhere to the guidelines presented in the Personnel Policy Manual.
