Job Summary:
We are seeking a highly skilled and detail-oriented Purchasing Agent to join our team in support of the Dayton Regional Transit Authority (RTA). This role will be responsible for managing procurement activities, ensuring compliance with relevant laws and regulations, and facilitating the purchasing of goods and services.
Key Responsibilities:
- Maintain up-to-date knowledge of local, state, and federal purchasing laws and regulations.
- Research technical issues related to contract procurement and analyze cost estimates.
- Review cost components of contractor pricing to determine completeness, fairness, and reasonableness.
- Evaluate bidding and contract documents for goods and services, including specifications, scopes of work, terms and conditions, and bid lists.
- Chair pre-bid and pre-proposal conferences, conduct bid/proposal openings, finalist interviews, and vendor/contractor negotiations.
- Review and evaluate bid/proposals, prepare formal board agenda items, and provide recommendations for contract awards.
- Administer contracts, change orders, performance bonds, and insurance documentation.
- Serve as the contract administrator on formally bid procurements and perform contract closeouts.
- Utilize Microsoft Word, Excel, and other software programs to create and organize internal and external documents such as correspondence, reports, and board write-ups.
- Prepare and maintain official procurement documentation for public record and audit purposes.
- Administer procurement requisitions and issue purchase orders or process P-card purchases according to small purchasing procedures.
- Monitor contracts and purchase orders to ensure compliance with DBE utilization, Affirmative Action Program certification, and Lobbying requirements.
- Meet with sales representatives to source materials, evaluate prices and quality, and identify new products that may benefit the organization.
- Assist with maintaining the Operations and Capital Acquisition Schedule and Contracts and Change Order Reports.
- Obtain required tags, titles, and license plates for RTA vehicles.
Required Qualifications:
- Bachelor’s Degree in Accounting, Business, or a related field.
- 3-5 years of experience in procurement, accounting, or a similar analytical discipline.
- Strong understanding of national price indices and calculations for estimating future pricing.
- Familiarity with procurement regulations, processes, and documentation.
