Overview :
A state department is seeking a Senior Change Management Consultant to support a large-scale implementation of a new system for managing the Supplemental Nutrition Assistance Program (SNAP) and Temporary Assistance for Needy Families (TANF). This project involves a multi-phase transformation aimed at replacing legacy systems and streamlining business processes. The consultant will play a key role in leading Organizational Change Management (OCM) efforts, providing subject matter expertise in SNAP / TANF processes, and ensuring a smooth and efficient transition to the new system.
The position will focus on the first phase of the project, which involves assessing the current state, improving business processes, and leading the re-engineering effort. The role is hands-on, requiring close collaboration with internal teams and the system integrator.
Key Responsibilities :
- Phase 0 : Current State Analysis & Process Improvement :
- Lead efforts to assess the current state of SNAP and TANF operations, identifying areas for business process re-engineering and improvement. Work closely with the team to understand existing workflows and design future state processes for the new system.
- Organizational Change Management (OCM) :
- Lead OCM efforts to prepare the workforce for the upcoming transition. This includes facilitating training, communication, and stakeholder engagement to ensure buy-in and smooth adoption of the new system.
- System Implementation Support :
- Work alongside internal teams and the system integrator to ensure the new system meets business requirements. Act as a liaison between stakeholders, the systems provider, and project teams to ensure seamless integration.
- Collaboration with Stakeholders :
- Work with various business units to identify pain points, streamline workflows, and propose solutions for process improvement. Build and maintain strong relationships with stakeholders to advocate for change and align the project with future state goals.
- Training & Communication :
- Lead the development and delivery of training programs. Create and execute communication strategies that effectively prepare the workforce for changes to SNAP and TANF processes.
- Lead Design Sessions :
- Facilitate design sessions in collaboration with business teams, program managers, and the systems provider. Help define system requirements and ensure alignment with the vision for the new system.
- Provide Expertise in Legacy System Upgrade :
- Apply expertise in SNAP / TANF processes to guide the transition from legacy systems to the new solution, ensuring minimal disruption and maximum efficiency.
