Job Summary:

Recognized across the organization for functional expertise, the Senior Program Manager oversees and leads the planning and execution of large and multifaceted or highly complex projects and/or programs. This role assumes responsibility for custom software development projects, implementation of out-of-the-box solutions, and enhancements to existing software. The Senior Program Manager works with large, multi-million dollar projects, including but not limited to capital projects, non-capital projects, and Strategic Asset Development projects. Operating in a matrixed environment, this role will own and lead a diverse set of technology resources for the duration of the project. The Senior Program Manager communicates project status to Senior and Executive Technology Leadership and is ultimately responsible for project success.


Duties and Responsibilities:

  • Owns, leads, and drives highly complex project activities through the Systems Development Life Cycle (SDLC), effectively applying various project methodologies and enforcing project standards to ensure quality and successful on-time, on-budget delivery of projects.
  • Under the direction of Executive Leadership, assembles project teams, assigns individual responsibilities, develops project schedules, and determines and acquires necessary resources.
  • Communicates and champions the business case to the project team to assist with decision-making and prioritization; keeps the business case at the forefront to drive decisions.
  • Highly skilled in creating, managing, and maintaining multifaceted, complex project plans and ensures effective financial forecasting and tracking.
  • Responsible for effective financial forecasting, tracking, and maintenance of a large, highly detailed project budget throughout the project lifecycle.
  • Leads interfaces with other technology and business organizations to reach agreement on scope, obtain resources, and ensure proper preparedness.
  • Supervises processes and procedures to ensure alignment with business goals and objectives, implementing improvements and strategies.
  • Serves as the primary liaison between technology/business stakeholders and Executive Senior Leadership on project status, issues, and risks.
  • Reviews and evaluates work to ensure quality, timeliness, and adherence to organizational policies and procedures.


Supervisory Responsibilities:

  • Coaches and mentors less-experienced team members and acts as team leader on more complicated systems projects.


Qualifications:

Education and Experience:

  • Required: Bachelor’s Degree in Computer Science, MIS, Business Administration, or a similar area of study. Seven years of program management experience required. An additional four years of related experience may substitute for the Bachelor’s degree.
  • Preferred: Bachelor’s Degree and at least ten years of program management experience with four years of increasing responsibilities.


Certificates, Licenses, Registrations, or Other Requirements:

  • None required.
  • Preferred: Project Management Professional (PMP) certificate and/or Agile Certification.


Other Knowledge, Skills, or Abilities Required:

  • Functional expertise in managing multiple projects of extreme complexity and scope, in various stages of the SDLC, at one time.
  • Proficiency in Project Management Body of Knowledge (PMBOK) methodology (specifically in Guide Five and Nine, Waterfall) and Agile Project Management methodologies.
  • Experience leading infrastructure-related projects such as network upgrades, hardware procurement, core Technology application deployments (such as email upgrades), and deployment and/or facility build-out.
  • Ability to aid in the definition of systems strategy, develop systems requirements, design and prototype, test, train, define support procedures, and implement practical business solutions under multiple deadlines.
  • Strong presentation, communication, and articulation skills, effectively engaging with all levels of the organization, including technical and non-technical audiences, Senior Leadership, VPs, and C-Level executives.
  • Ability to interface with senior-level stakeholders and executives in both Technology and business units to partner on project scope, risk mitigation, and issue resolution.
  • Understanding of all aspects of IT Governance and reporting.
  • Expertise in large-scale project planning and budgeting.
  • Knowledge of regulatory processes and Sarbanes Oxley (SOX) compliance.
  • Proficiency in contract management and procurement.
  • Ability to create, own, and present executive-level presentations or communications.

  • Proven ability to successfully lead a project team to reach its business objectives within set timeframes.
