The Broward County Board of County Commissioners is seeking a professional, innovative, and dynamic candidate to manage and coordinate, with considerable independence, all activities of the Mobility Sensor Program (Program/Project Coordinator classification) and related activities. The preferred candidate will work closely, as a dual appointment, with the Resilient Environment Department and the Mobility Advancement Program Administration, to deploy and manage sensor networks in the field throughout Broward County. This position will work under general supervision, independently developing work methods and sequences.

The Mobility Sensor Program will develop sensor networks used to collect and analyze performance metrics along our transportation network and mobility influence areas to establish baseline conditions and evaluate performance throughout Broward County. The Mobility Sensor Program is slated to begin with stormwater sensor deployment, as well as managing and coordinating the deployment of non-motorized mobility monitoring and developing the continuous non-motorized monitoring program. This position will also develop and deploy a monitoring system to track the various governmental projects to ensure seamless sensor deployment and enhance project/programs coordination for critical county infrastructure.

Daily tasks will include, but are not limited to, the deployment and maintenance of sensors, equipment calibration, data validation, data analysis, and relevant administrative tasks, as needed. This position will utilize innovative technologies (e.g. artificial intelligence, supercomputing, sensing solutions, data analytics, IoT sensors, UAVs and LiDAR) to track the progress of transportation-focused projects and manage coordination with a variety of intra-agency and intergovernmental partners. The preferred candidate should be self-motivated, have a high aptitude for critical thinking and problem solving, and have the ability to apply innovative solutions.

The preferred candidate must have educational or professional experience working with sensors (deploying, maintaining, and/or operating) and analytical programs (e.g., Microsoft Power BI, ESRI ArcGIS, excel) to analyze the data and evaluate data validation. Experience with open-source software, developing sensors, artificial intelligence, deep learning, and programming languages are preferred, but not required.

The successful applicant for this position will demonstrate strong management/teamwork skills as well as an ability to work independently with minimal supervision. This position will plan, implement, maintain, and analyze data from approved sensors and emerging technologies. This position will perform related work as assigned.
Excellent communication skills, both written and oral are required for this position.

Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in information technology, planning, computer science, science, math, data science or closely related field.

(One year of relevant experience may be substituted for each year of required education.)

Requires two (2) years experience in a staff or administrative capacity managing special projects, programs or business operations appropriate to the area of assignment or closely related experience.

Special Certifications and Licenses Required
Must possess and maintain a valid Florida Class E driver's license based on area of assignment.

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Coordinates and manages all aspects of a large program or project within an agency.

Plans, develops, authorizes, implements, supervises and evaluates programs/projects, activities and services; facilitates inclusion, prepares reports, and analyzes and interprets data.

Develops policies, procedures and guidelines related to programs/projects and services.

Promotes and assesses agency programs and services; cooperatively plans and implements programs and community-wide special events.

Implements funding opportunities, including advertising and marketing, and researches potential grant opportunities; develops grant proposals to secure funding from federal, state, local, and/or private sources; oversees the coordination, preparation, and submission of grants to ensure compliance with established Broward County policies and procedures; manages and tracks grant budgets.

Develops personnel cap based on recommended budget for approval by the Board; implements all position additions, deletions, changes, reorganizations and transfers approved in the adopted budget.

Reviews position changes and transfers requested by other County agencies prior to implementing change to ensure compliance with adopted personnel cap; incorporates changes to the cap approved by the Board throughout the year.

May perform quality control checks on operating and budget documents to ensure accuracy, creates and modifies PowerPoint presentations for agency communication, creates core budget development support documents.

Monitors and supervises maintenance of project records and documentation.

Acts as administrative liaison among various County operational and administrative functions related to assigned programs and projects.

Conducts special studies in conjunction with a project, analyzes data, and makes recommendations based upon studies.

Creates and maintains performance/production reports (spreadsheets). This includes monthly productivity reports which provide monthly statistics for transactions processed and revenue generated.

Communicates key procedural changes to staff and management.

Performs related work as assigned.
