The Broward County Board of County Commissioners is seeking qualified candidates for Transit Director of External Affairs within the Transportation Department. The External Affairs Director will lead all communications efforts for Broward County Transportation including public relations, internal communications, marketing, social media, and all other communication efforts. Three years of Broadcast, Print, and Radio experience required.

In addition, the role is responsible for overseeing said communication plans, aligning with the Broward County Office of Public Communications (OPC) to ensure consistent messaging, metrics, and assuring objectives are met. The incumbent will highlight Broward County Transportation as a contributor to community success & as a good steward of public funds.

Their mission is to support and convey Broward County Transportation's message for marketing and communications initiatives while targeting revenue and ridership development programs to external stakeholders. The Director will be responsible for the enhancement and effectiveness of the press and publicity function when serving as the media spokesperson for the organization.

They will ensure the agency's brand message is consistent, timely, and relevant. The incumbent will develop and implement long-term strategic goals while ensuring consistency with the mission and strategic plan of Broward County Transportation.

General DescriptionWorks under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.

Minimum Education and Experience Requirements

Requires a Bachelor's degree from an accredited college or university with major coursework in business, public administration or closely related field.(One year of relevant experience may be substituted for each year of required education.)

Requires four (4) years of high-level experience related to the area of assignment, including four (4) years of supervisory experience.

Special Certifications and Licenses RequiredMust possess and maintain a valid Florida Driver's License for duration of appointment, depending on area of assignment.

PreferencesMaster's Degree or higher in Marketing, Advertising, Journalism, Digital Media, Public Relations, Business, Transportation, or any related field

Certified Advertising Specialist and / or Business Specialist-Digital Analytics

Certified Marketing Executive, Certified eMarketer

3 years of experience in broadcast, radio, and print media

4 years of experience in Direct Public Relations-Transit, local government, marketing campaigns, website design, or graphic layout

4 years of experience in print & digital media design, radio, television, Internet, and including social media networking

4 years of experience in Hastus, Returnity, CAD / AVL Tracking Programs, and any other related transit specific customer relations software

4 years of experience in a call-center environment, or payroll processing, or a Bargaining Union environment, or PeopleSoft, or Kronos

4 years of experience in vendor negotiation and vendor relations

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

The Transit Director of External Affairs will report to and collaborate with the General Manager and executive team to shape the organizations strategic goals and priorities.

Serves as a lead information officer for the Marketing and Communications sections.

Demonstrates high levels of emotional intelligence, able to build trusted relationships, and recognize the needs of multiple stakeholders and departments.

Leads communication team in creating, implementing, and managing marketing campaigns in a fast-paced environment.

Prepares talking points for Transit leadership for events, presentations, meetings; will act as a spokesperson for the Transit department as assigned.

Plans and manages marketing, community, and communication outreach programs designed to increase public awareness and increase ridership.

Establish methodologies and assess the success of marketing efforts across all media; conduct regular audits of marketing efforts to determine their effectiveness and ensure that marketing expenditures are best aligned with Broward County Transit priorities.

Actively coordinates a data-driven approach that provides insight and guidance regarding the market penetration and a wide range of audience demographics.

Manages stakeholder engagement and community relations for the department and all major operational initiatives.

Increases public awareness of the organization's mission.

Develops outreach activities and events designed to achieve strategic priorities for internal and external audiences; determine advertising channels according to demographics.

Develops, monitors, and manages budget items related to the department; develop and review cost estimates for marketing and public relations services; research and analyze data for cost-effective improvements and provides financial reports.

Conceives and delivers complex business solutions to tackle complex business problems.

Leads as crisis communications manager for CEO and General Manager of Transportation as assigned.

Monitors public perception of the organization and manages reputation risks.

Develops and executes strategic communication plans to support the transit business plan objectives and monitor metrics of communications effectiveness.

Demonstrates exemplary teamwork and leadership skills through clear communication, collaboration, empathy and awareness of group dynamics and integration of colleagues and other staff members in daily coordination of internal and external operation activities.

Supports leadership in all crises events and serve as part of the crisis communications team.

Ability to communicate clearly, concisely, and accurately orally, often with short timelines.

Exemplary written communication skills, with proven experience drafting and presenting documentation for various audiences.

Strong team leadership skills in building, directing, and fostering a collaborative work environment.

Adept at working and leading in fast-paced operations environment.

Strong organizational skills and follow-through.

Proficiency with Microsoft Excel, Word, PowerPoint, and other relevant marketing programs.

Must be able to work outside of typical office hours.
