The Broward County Board of County Commissioners is seeking qualified candidates for Director of Fleet Services.

General Description
Performs highly responsible supervisory and administrative work in planning, organizing and directing the activities of the Fleet Services Division.
Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.

Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in public or business administration or closely related field.

Requires four (4) years in fleet maintenance and management including considerable high level supervisory and administrative experience or closely related experience.

Special Certifications and Licenses
Must possess and maintain a valid Florida Class E driver's license.
Preferences
  • Master's Degree or Doctorate in relevant area
  • Certified Public Fleet Professional (CPFP), or Certified Automotive Fleet Specialist (CAFS), or Certified Automotive Fleet Manager (CAFM), or Certified Equipment Manager (CEM)
  • Certification in Process Improvement
  • Certified Professional Public Buyer (CPPB)
  • Certification in Fuel Site Management
  • One year or greater experience using and running reports in Assetworks Fleet Management Information System
  • One year or greater experience managing a vehicle and equipment replacement program, repair and maintenance program, fuel program, contracts, unionized labor force, motor pool rental program, and parts warehouse program
  • One year or greater experience creating and managing rate models
  • One year or greater experience developing and implementing performance metrics

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Provides oversight, planning, and management of the Fleet Services Division; which provides vehicle and equipment acquisitions and disposal, maintenance and repair, contract, fuel, motor pool rental, SunPass toll, vehicle and equipment washing, electric vehicle charging, and related administrative services.

Provides oversight of long-range and capital projects; coordinates with external stakeholders; works closely with staff members in support of Division goals; administers the County equipment management program; directs through subordinates the planning, scheduling and coordination of divisional activities; develops policies, procedures and priorities to meet established goals.

Works directly with department heads and division directors; directs superintendents and other assigned staff during emergencies or critical situations, equipment breakdowns, and service delays.

Monitors staff compliance with the divisions policies, procedures, and collective bargaining agreements; as well as local, state and federal rules and regulations.

Manages the investigation process and resolution of customer complaints with Commission; conducts investigations, hearings, and counseling sessions.

Interacts with internal Division departments and outside agencies to identify and coordinate schedule and procedural improvements; provides input for the development of the budget for the Division and manages the assignment of Division resources to ensure that service objectives are achieved within the established budget.

Ensures the proper maintenance of employee records and department statistics related to Fleet Services Division. Manages the delivery of Division services for long range sustainability; develops and supervises special projects related to Division operational goals, from inception to close on time and within project scope and budget.

Develops, implements and maintains strategic, fiscal and capital improvement plans for the Fleet Services Division. Prepares and monitors division budget and prepares special reports as required.

Attends conferences and public and professional meetings.

Makes recommendations for disciplinary actions, and participates in problem solving forums, grievance resolution, and related labor relations activities; acts as lead contract negotiator.

Performs related work as assigned.
