The Broward County Board of County Commissioners is seeking qualified candidates for Contract/Grant Administrator.
General Description
Working with and under the direction of the Contracts & Grants Administrator, Sr., this position is responsible for highly specialized, professional administrative and supervisory work to oversee and manage the Division's contract purchasing functions; responsible for monitoring and ensuring the Divisions' consistency and legal compliance with procurement policies, procedures, methods, and requirements of federal, state and local laws. Primary duties include planning, providing technical expertise concerning contract/grant specifications and complex purchasing activities, processing Non Financial Collaborative Agreements (NFCA), Memorandum of Understanding (MOU), and Two-Party agreements.
Assists in initiating, coordinating and/or administering assigned programs or projects involving public sector procurements and/or contract, grant, or lease administration.
Works under general supervision, independently developing work methods and sequences.
Minimum Education And Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in public or business administration or closely related field.
(One year of relevant experience may be substituted for each year of required education.)
Requires two (2) years in procuring, managing and/or monitoring contracts, grants and/or leases or closely related experience.
Special Certifications and Licenses
Depending upon area of assignment, incumbents may be required to possess a valid Florida driver's license.
Preferences
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
Coordinate procurement requirements with agencies, verifies budgetary funding, assist in preparing bid specifications and scope of work, recommends award of contracts, monitoring and/or evaluation activities.
Prepares and submits Commission agenda items to department directors and/or the Division Director, related to contract awards and other procurement related items.
Negotiates and confers with vendors on terms, conditions, and pricing; analyzes bid and proposal responses for responsiveness.
Attends/conducts meetings (agenda review, bid conferences, evaluation meetings, etc.) and interacts with administration, departments and outside agencies regarding procurement related matters.
Liaison with the County Attorney Office, Purchasing Division, and the provider to facilitate Participating Addendums, MOUs, and NFCAs.
Monitors/evaluates grants, contracts and/or leases, assist in researching and writing new grants.
Maintains contract related data in hard copy and/or electronic format.
Coordinates contract preparation, execution, implementation, and administration, including obtaining legal review and approval when required.
Provides supplemental project support for various project activities, including maintaining project tracking sites, creating and maintaining templates, tracking narrative and project components, and developing RFP transition documents upon notification of successful award.
Communicates key procedural changes to staff and management.
Provides administrative liaison among various county operational and administrative functions related to an assigned contract/grant.
Provides staff assistance to an administrative superior, division or department head in areas of operation, and matters pertaining to contract/grant projects.
Navigate application processes, business relationships and follow-ups over the long term with potential opportunities
Write persuasively and clearly under tight deadlines.
May conduct agency site visits to determine contractual compliance and efficacy of contracted programs in performing required activities and achieving outcomes.
Performs related work as assigned.

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

- Experience in program evaluation and monitoring functions with grants.
- Experience with project management.
- Experience writing grants for local, state, or government, non-profit or similar.
- Experience with with financial automation systems; i.e PeopleSoft or similar.
- Experience in government procurement.
