The Broward County Board of County Commissioners is seeking qualified candidates for Foreign-Trade Zone Manager.

General Description

The Foreign-Trade Zone (FTZ) Manager in the Port Everglades Business Development Division provides creative leadership through business development, marketing initiatives, destination branding, content creation, and promotion of FTZ No. 25.

The position reports to the Enterprise Director of Business Development, working independently, under limited supervision, and reporting significant activities through periodic meetings.

Minimum Education And Experience Requirements

Requires a Bachelor's degree from an accredited college or university with major coursework in business, statistics, marketing, hospitality, public or business administration, international business, logistics, or a closely related field.

(One year of relevant experience may be substituted for each year of required education.)

Requires six (6) years of experience in leadership or management within sales/marketing or a closely related area, with a focus on foreign trade zones or similar areas.

Special Certifications and Licenses

Must secure and maintain a valid Florida Driver's License at the time of appointment and for the duration of employment.

Must secure and maintain a Transportation Worker Identification Credential (TWIC) within 60 days of employment and for the duration of employment [if required].

Must secure and maintain a valid Seaport Business Purpose Credential for the duration of employment.

Preferences

  • Master’s degree from an accredited college or university with major coursework in business, statistics, marketing, hospitality, public or business administration, international business, logistics, or closely related field
  • 2 years of direct experience with Inventory Control and Recordkeeping Software
  • Accredited Zone Specialist (AZS) or National Association of Foreign-Trade Zones (NAFTZ) certification
  • Current U.S. Customs Broker License
  • Multi-lingual - written/verbal (Dutch, French, German, Italian, Mandarin, Spanish, or Portuguese)
  • 2 years creating and submitting FTZ Board Annual Reports
  • 2 years of marketing experience
  • 2 years of project management experience
  • Project Management Professional (PMP) certification

Duties And Responsibilities

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Plan, organize, and control dedicated Broward County assets and resources to responsibly administer all FTZ No. 25’s activity in compliance with all applicable Federal regulations and oversight by U.S. Customs and Border Protection (CBP).

Develop, implement, and maintain FTZ No. 25's marketing plan focusing on three key areas: create products or services that cater to the needs, preferences, and behaviors of the target demographic; design pricing strategies that align with the perceived value and competitive positioning; and develop a promotional plan to ensure the right message reaches the target audience.

Manage human resources and labor relations issues related to the FTZ No. 25’s Section, including staffing, performance, recognition, and discipline. Supervise individual and operational performance and productivity.

Work with Port Human Resources on recruitment of the FTZ No. 25’s positions, discuss performance progress on employees’ goals and objectives, and prepare performance appraisals on a timely basis.

Serve as the contract administrator for the FTZ No. 25's Inventory Control and Recordkeeping Software (ICRS) used for the recording and reporting of all movement of materials and products in and out of the FTZ No. 25, as required by CBP.

Oversee operations for inventory control, record keeping, and transaction processing for the movement of merchandise through FTZ No.25's multiple user sites in compliance with CBP.

Facilitate training for new FTZ users on the use of the ICRS.

Develop, recommend, and prepare various applications and reports for the U.S. Foreign-Trade Zones Board for changes to the scope of activity to accommodate FTZ No. 25’s new clients, as needed.

Keep the official record of FTZ No. 25’s inventory. Produce accurate documentation to ensure compliance with CBP regulations. Analyze data, solve discrepancies, and reconcile the official records. Ensure that best business practices are implemented and that FTZ No. 25’s systems are accurate and reliable.

Conduct audits, spot checks, inspections, and compliance reviews to ensure that all FTZ No. 25’s users maintain their facilities and conduct their activities according to the statutory requirements.

Participate in trade and FTZ events to promote the Port and FTZ No. 25, improve operations, and interface with governmental agencies, such as CBP, the U.S. Foreign-Trade Zones Board, and the Departments of Commerce, and Homeland Security.

Collaborate with other County agencies and entities to help promote and grow FTZ No. 25; work with the participants to help ensure their satisfaction with the benefits provided by the FTZ program.

Foster and maintain strong, ongoing relationships with FTZ No. 25’s clients through proactive engagement, ensuring their needs are met and aligning services to support their business objectives.

Promote, contribute, and support the Port Everglades' Business Development efforts.

Perform related work as assigned.
