Description
This is highly responsible technical, administrative and supervisory work involving responsibility for the operation and maintenance of an operational landfill and related facilities (including closed landfills) to ensure customer needs are met while protecting public health and the environment. The Program/Project Coordinator, Senior (PPCS) coordinates, plans, and directs the operation and maintenance of the Broward County Landfill (and other assigned facilities) to ensure efficient operation and compliance with current permits/licenses and applicable federal, state and local regulations. Supervision is exercised over subordinate supervisors. The performance of the PPCS is reviewed/evaluated by a senior supervisor through conferences, reports, and observation of results obtained.
Duties include planning and managing work tasks and associated administrative tasks involving all aspects of the landfill operations, including heavy equipment and vehicle purchases/maintenance, filling operations, environmental system operations, scale house operations, budgeting, purchases, reviewing invoices, developing policies, preparing correspondence/status reports/operational logs, mentoring/evaluating/training staff, responding to customer needs and concerns, and related work as assigned.
In addition to the duties mentioned above, the PPCS should have considerable experience relating to the following: general procurement procedures, preparation of bid specifications, contract administration procedures, project management/oversight, budgeting/forecasting, general knowledge of heavy equipment used in a landfill environment, solid waste regulations, computer software applications and short/long-range planning. The PPCS will be required to work with his/her supervisor and other senior divisional/departmental staff on existing or new programs, be able to work either five 8-hour days or four 10-hour days, Monday through Friday and be willing to work at different office locations.

Special Certifications And Licenses Required

Advises and assists the Department and Division Directors on all operational and technical matters related to the section(s) or function(s) assigned.
Defines agency goals and objectives, develops and recommends policies and operating procedures.
Administers internal/external communications and public outreach activities for Division; manages and coordinates outreach efforts with other County divisions as well as other local and state governments, and partnering agencies.
Prepares Commission agendas, including editing, posting and planning.
Provides assistance and training of agency staff and contracted services providers. May oversee the Agency's training program; schedules and/or delivers training and outreach opportunities for employees and the vendor community respectively.
Plans, organizes and implements a compliance and monitoring program, conducts contract central audits, field documentation reviews, investigations or management studies.
