The Broward County Board of County Commissioners is seeking qualified candidates for the position of Skilled Trades Supervisor for Highway and Bridge Maintenance Division (HBMD).

HBMD maintains and improves the County's highway/street system, operates and maintains drawbridges, and oversees mosquito control operations. HBMD is also responsible for cleaning and mowing rights-of-way, street patching and resurfacing, intersection improvements, sidewalk repairs and upgrade, guardrail maintenance, bridge maintenance, street cleaning, and storm-water drainage improvements.

HBMD is seeking a Skilled Trades Supervisor to perform front-line supervision of skilled trades crews involved in the construction, maintenance and repair of County-maintained roads and and bridges (fixed and bascule), maintenance and repair of drainage and stormwater infrastructures, guardrail installation and maintenance, and/or landscaping projects with contractors or in-house crews. Incumbent will provide project support and coordination of assigned construction and maintenance projects, conduct site inspections and prepare technical reports. General duties include: supervision of subordinate trades crews involved in the construction, schedule and assignment of equipment and duties to subordinate crews to ensure completion of assigned projects; monitoring and evaluating the performance of personnel, participating in the selection, interview and hiring process; and training and counseling employees in proper performance of work assignments, plan development and construction site inspections and documentation, project documentation, invoice review and vendor submittal review.

Ideal candidate posses broad knowledge in: roadway construction and FDOT standards, structural maintenance and repair of bridge-houses and fixed bridges, maintenance of traffic and construction job site standards, scheduling of equipment needs and assignment of duties to staff to ensure completion of assigned projects; procuring materials and supplies, site inspection of work for conformance to construction plans, creating specifications and standards for contractor work and projects; prioritize, coordinate and schedule repairs and maintenance plans for moveable and/or fixed bridges; schedule repairs of construction related heavy equipment and vehicles, and understanding of electrical, mechanical, and hydraulic components of moveable bridges and/or heavy equipment.

General Description

Oversees the construction, renovation and repair work of a skilled trades crew.

Works under general supervision, independently developing work methods and sequences.

Minimum Education And Experience Requirements

Requires four (4) years in journey level experience in area of assignment including one (1) year of lead work/supervisory experience.

Special Certifications And Licenses Required

May require license depending on area of assignment. Possess and maintain a Florida Class E Driver's License based on area of assignment.

Depending on area of assignment, a Florida Class A/ B Commercial Driver’s License (CDL) with Air Brake and Passenger Transport Endorsement must be obtained within ninety (90) days of employment.

Preferences

  • Vocational or Associates Degree in Civil Engineering, Construction Management, or closely related field
  • Bachelor's Degree in Civil Engineering, Construction Management, or closely related field
  • Valid State of Florida Class "A" or "B" Commercial Driver's License
  • State of Florida Public Health Applicator's License
  • State or County certification for asphalt, concrete and/or roadway construction
  • Maintenance of Traffic (MOT) Certification
  • Stormwater Operator Certification or Bridge Inspection Certification
  • At least one (1) year of experience in bridge repairs or maintenance and/or experience with diagnostic scan tools for light/heavy equipment (Insite, Snap-On, Diesel laptops, Autel)
  • At least two (2) years of experience in construction contract management. OR At least one (1) year experience with GIS in a roadway and/or bridge maintenance or construction environment
  • At least two (2) years of experience with Sage Timberline Office and/or a similar construction software system. OR of two (2) years of experience with Microsoft Office (Excel, Word, Outlook) and Adobe Acrobat
  • At least four (4) years of experience supervising labor crews in the public sector and/or a unionized environment
  • At least four (4) years of experience in the operation and servicing of light to heavy construction equipment used for road maintenance

Duties And Responsibilities

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Prioritizes staff assignments, plans and implements work projects and methods; determines application procedure and oversees the purchasing of all materials, submits requisition forms and specifications for supplies and materials; determines what new equipment should be purchased as well as what equipment is needed for various projects; performs and oversees equipment maintenance and planning for support of heavy equipment as needed.

Determines if safety hazards exist and implements necessary corrections; inspects buildings and grounds for various needed repairs and maintenance.

Plans, assigns and supervises trades staff, equipment operators and maintenance personnel engaged in carpentry, electrical, plumbing, masonry, painting, lawn cutting, natural area maintenance and repair and/or preventive maintenance of equipment and vehicles, etc.; inspects jobs in progress as well as completed jobs and assignments.

Oversees requisition of parts and supplies, checks and orders stock and repair parts; manages heavy equipment fleet; repairs, replaces, diagnoses, and troubleshoots related equipment and machinery.

Consults and assists other agencies within Broward County.

Assumes the duties of superior when needed.

Handles personnel issues regarding attendance, hiring and progressive discipline, payroll functions, various reports, filing, staff meetings, purchase tracking and recording approvals of requests as needed; monitors assigned budget, as applicable.

Inputs data and work logs into computer; communicates with peers and upper management on any maintenance issues; attends relevant meetings.

Performs related work as assigned.
